Key responsibilities include:

  • Manage, direct and coordinate staff of the Civil and Assignment Divisions which includes maintaining proper documentation and delivering feedback to employees regarding job performance, attendance and corrective or disciplinary actions, including terminations
  • Organize and manage policy deployment and workflow to ensure work is performed consistently and in accordance with the guidelines and procedures in a timely and accurate manner; ensure adequate productivity levels are achieved
  • Review Law changes by the Legislature and incorporate into office procedures; give guidance and direction to staff in the interpretation of laws, rules and regulations
  • Establish and maintain an effective working relationship with employees, other agencies, the public and members of the bench; resolve conflicts involving co-workers, customers, agencies and others within the Judiciary; communicate same with the Clerk of the Court, the Chief Deputy Clerk, and the Assistant Chief Deputy Clerk(s)
  • Interview and participate in the selection and hiring of new employees; answer questions and train employees in performing all aspects of their duties
  • Perform duties assigned by the Clerk of the Court, the Chief Deputy Clerk, and the Assistant Chief Deputy Clerk(s). Participate as a member of the Office’s Senior Management Team collaborating on court-related matters; upon request assume the duties and responsibilities of the Clerk of the Court, the Chief Deputy Clerk, and / or the Assistant Chief Deputy Clerk(s) in their absence

Additional duties include:

  • Regularly communicate with subordinates regarding office procedures, policy changes and information from management discussions and decisions to ensure consistent, equal application. Provide feedback to employees regarding assignments, performance, attendance, disciplinary actions. Resolve conflicts with employees, Division Supervisor(s) and internal or external customers
  • Attend and perform Action Items of various internal and Judiciary wide Committee meetings or as assigned by the Clerk of the Court, Chief Deputy Clerk, or the Assistant Chief Deputy Clerk(s) as it relates to Court Operations
  • Direct judicial procedures through the Division Supervisor(s); manage Supervisor(s) and staff to ensure units complete work in a timely and accurate manner
  • Perform daily management duties including those with the computerized cash registers and Fiscal responsibilities such as the review, audit and initialing of checks printed by Fiscal, daily bank deposits and daily cash register receipts
  • Interview and make recommendations as to the selection of new employees, the termination of employees, audit attendance and conduct initial probationary and annual performance evaluations
  • Interpret rules, regulations and policies, select course of action and respond to specific questions and situations; participate in the research, review and analysis of changes in the Maryland Rules of Procedure, Annotated Codes of Maryland, Court Policies and Appellate Court decisions which affect the office, make recommendations concerning the new or revised legislation, make improvements or modifications of administrative and divisional operations and procedures, implement policies, procedures, law and rule changes and ensure all relevant rules and statutes are adhered to in the filing, processing, review and control of documents
