Overview

The role provides direction and assistance in supervising Animal Care Officers for daily department operations. It coordinates the resolution of animal control issues, enforces County ordinances governing domestic animals and livestock, and performs related work as needed. The employee reports to the Manager of Animal Care, oversees operations, and maintains standards under general supervision.

Essential Tasks
  • Supervise animal control activities, ensuring compliance with all applicable laws, regulations, and safety standards.
  • Instruct, coordinate daily work schedules, maintain standards, allocate personnel, address employee issues, and recommend discipline.
  • Assist in interviewing, selecting, and training Animal Care Officers.
  • Develop guidelines and procedures for Animal Care Officers.
  • Initiate risk management protocols for injured officers, processing First Report of Injury and Safety Analysis forms.
  • Review subordinates’ work for completeness and accuracy; evaluate performance and recommend improvements.
  • Respond to public complaints; dispatch calls to officers and provide backup assistance during emergencies and after hours.
  • Coordinate daily schedules, supervise daily activities, including capturing and transporting stray and unwanted animals.
  • Inspect premises for commercial breeder license approvals.
  • Coordinate problem resolution with the public and other departments; investigate complaints and report findings.
  • Investigate animal cruelty cases, enforce related laws, assist law enforcement, issue warnings and citations for ordinance violations.
  • Prepare warrants, testify in court, and provide public education regarding animal control ordinances.
  • Compile data, prepare reports, and maintain records required by department, County, and other agencies.
  • Monitor inventory for daily operations and operate vehicle and animal control equipment safely.
  • Perform routine clerical and administrative duties including greeting customers, preparing forms, entering data, answering phone, copying, and filing documents.
  • Attend training, meetings, workshops, and maintain required certifications.
  • Perform dispatch duties and work on call 24 hours.
  • Maintain proficiency in Microsoft Office.

Data: Coordinate operations based on data or information analysis, implement and report on activities.

People: Persuade or influence others to support services, enforce laws, rules, or ordinances.

Things: Handle and use equipment requiring moderate instruction and experience, such as animal control or capture devices.

Skills & Requirements

Reasoning: Perform supervisory work involving policy and guideline decisions, solve people- and work-related problems.

Mathematics: Use addition, subtraction, multiplication, division, and calculate ratios, rates, and percentages.

Language: Read technical instructions, procedures, manuals; compose routine reports, specialized reports, forms, and business letters; use compound sentences with correct grammar.

Mental: Perform clerical, manual, or technical tasks requiring a wide range of procedures and a thorough understanding of the unit’s function; maintain short periods of concentration for accurate results.

Qualifications
  • Associate’s degree, vocational technical degree, or specialized training equivalent to the completion of two years of college with emphasis in business, code enforcement, law enforcement, or a closely related field.
Certifications & Licenses

Must possess a valid state driver’s license and an Animal Control certification. Additional certifications may be required as deemed necessary by department leadership.

Experience

Three to five years of relevant experience required.

Physical & Environmental

Physical:
Medium-to-heavy work involving walking, standing, stooping, lifting (20–50 pounds regularly, 50–100 pounds occasionally); routine keyboard operations.

Environmental Hazards:
Exposure to bright/dim light, dust, pollen, extreme temperatures, wet/humid conditions, animals, fumes, traffic, heights, disease/pathogens, toxic chemicals, or violence.

Compensation

$25.12 – $40.15 per hour.
