Position: Senior Business Management Officer(Based in Beijing)

The Complaints-resolution, Evaluation and Integrity Unit (CEIU) was established in 2016 as an independent unit within AIIB and is part of AIIB’s Oversight Mechanism created by its Board of Directors under Article 26(iv) of the AIIB Articles of Agreement. CEIU, as part of AIIB’s Oversight Mechanism, strengthens accountability, learning, and integrity across the institution. CEIU reports directly to the Board of Directors and comprises three independent functions:
Project‑affected People’s Mechanism (PPM);
Independent Evaluation Function (IEF); and Integrity Function (INT).

The CEIU Front Office provides strategic coordination, planning support, governance administration, and operational management for the Managing Director (MD CEIU) and the CEIU leadership team. The Senior Business Management Officer (BMO) will play a central role in supporting CEIU’s strategy execution, business planning cycles, institutional reporting, governance deliverables, and cross‑functional coordination. The role requires strong analytical, organizational, and communication skills, with the ability to operate in a fast‑paced oversight environment and interface regularly with senior management, Board committees, and internal stakeholders.

Responsibilities:

  • Contribute to the development and management of the CEIU annual work plan, OKRs, and multiyear planning frameworks.
  • Consolidate planning and reporting inputs from PPM, IEF, and INT into unified CEIU documents.
  • Monitor implementation progress, identify risks or delays, and prepare periodic progress updates for MD CEIU.
  • Support the preparation of CEIU’s governance and reporting deliverables, including quarterly updates, the Annual Activity Report, thematic briefings, and submissions to PSC, ARC, and BHRC.
  • Ensure that all submissions comply with AIIB governance protocols, timelines, and quality standards.
  • Coordinate internal clearances across CEIU and with other Bank units.
  • Ensure smooth strategic and day‑to‑day functions of CEIU by proactively supporting MD CEIU in overseeing core departmental operations.
  • Lead CEIU’s internal governance management, including ownership and regular updating of internal process documentation, version control, compliance checks, and maintenance of governance systems.
  • Work closely with CEIU leadership to identify operational bottlenecks, propose enhancements, and drive continuous improvement across CEIU functions.
  • Assist with the development and monitoring of CEIU’s budget covering staffing, consultants, and operational expenditures.
  • Maintain expenditure and resource trackers, and prepare budget execution reports.
  • Support staffing processes, including preparing headcount proposals, drafting terms of reference, performing onboarding/offboarding tasks, and supporting consultant administration.
  • Maintain CEIU workflow systems, trackers, calendars, and internal communication channels.
  • Serve as coordination focal point with the Human Resources Department;
    Strategy, Policy and Budget Department;
    Corporate Secretariat;
    President’s Office; IT Department;
    Communications Department; and other Bank units.
  • Act as CEIU’s focal point for institutional mechanisms such as risk, audit, internal controls, and other compliance-related functions, ensuring proactive coordination of required actions, timely follow-ups, and readiness for audit or reviews.
  • Organize CEIU‑wide events, such as retreats, staff meetings, induction sessions, and learning activities.
