Peer Assistance and Review (PAR) is a support process for developing skilled teachers to positively influence student outcomes. PAR provides assistance to two categories of Baltimore County Public Schools (BCPS) teachers: new teachers to the profession and those who have been identified as ineffective or underperforming. Consulting Teachers are teachers in their field that have consistently demonstrated the ability to deliver high quality instruction.
The primary function of a Consulting Teacher is to provide the consistent support necessary to develop skilled teachers that positively influence student outcomes. Consulting Teachers will observe classroom performance, facilitate reflective conversations with teachers assigned to their caseload, and will build the teachers’ knowledge base and repertoire of teaching skills. The Consulting Teacher will collaborate with the principal and other local school staff to provide maximum assistance to assigned teachers.
Important Note:
This is a year-to-year position with the possibility for extension.
- Assist new educators with no paid prior experience as well as identified second year and tenured teachers assigned to their caseload with priority support provided to conditionally licensed educators.
- Support systemwide New Educator Orientation and Induction.
- Employ the coaching cycle which includes observation, data analysis, reflective conversations, goal setting, demonstration lessons, curriculum implementation, team teaching and best instructional practices.
- Maintain communication with assigned teachers and the administrative team.
- Develop a body of evidence to document teacher progress. Prepare and submit interim and final reports to the PAR panel regarding each teacher on their caseload as needed.
- Work with teachers on their caseload to increase their knowledge base and skill level to optimize student achievement.
- Provide meaningful feedback to client teachers aligned to the expectations for high-expertise teaching established in the BCPS Teacher Evaluation framework.
- Support conditionally licensed teachers with accessing resources for completing requirements for professional licensure.
- Engage in professional learning on various topics such as equity, coaching, and instructional practices.
- Support the design and delivery of systemwide professional learning.
- Collaborate with other Consulting Teachers, school-based instructional and program leaders.
- Performs additional duties as assigned.
Bachelor’s degree in education or related field. Master’s degree preferred.
Five years successful teaching experience.
Experience with BCPS system-wide initiatives such as culturally responsive teaching, curriculum implementation/writing, social-emotional wellbeing of students/staff, and community engagement preferred.
Training in the BCPS Framework for Teaching and Mentoring the New Teacher preferred.
Experience in mentoring/coaching, conflict resolution, working with adults in providing professional development and support, school-wide initiatives such as climate teams, equity teams, and school improvement teams preferred.
Licenses and CertificatesPossession of a Maryland Educator Professional Certificate appropriate to the area of assignment.
OR
Possession of, or eligibility for, a Maryland Educator Professional License appropriate to the area of assignment.
Possession of a Maryland Advanced Professional Educator Certificate or License is preferred.
Knowledge, Skills, and AbilitiesKnowledge of best practices in instructional strategies for the improvement of classroom instruction.
Demonstrated ability to analyze student results and achievement data and to implement equitable strategies to meet student needs.
Knowledge of and experience in models of instructional coaching.
Excellent verbal and written communication, interpersonal, and leadership skills.
Familiarity with the use of Microsoft Office applications.
Awareness of the Adult Learning Theory.
Ability and willingness to mentor adults in need of professional assistance.
Ability to maintain confidential information.
Physical and Environmental ConditionsThis position is performed in school and office environments. Requires the ability to move throughout schools and classrooms. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. Requires travel to schools and offices throughout Baltimore County.
Conditions of EmploymentEmployees may be required to work beyond their normally scheduled hours with little or no advanced notice.
Grade10 - Month Pay Scale

- Effective January 1, 2026
$60,600 - $120,717 (Valid Until 12/31/2025)
$61,026 - $120,717 (Effective 1/1/2026)
