Human Resources Analyst II – Trainer

Under general supervision of the Chief of Training or designee, the Human Resources Analyst II – Trainer serves as the lead trainer for Employee Development and Training.

Essential Job Functions:

Provides designing, developing, coordinating, facilitating, and evaluating employee training and professional development programs that support Baltimore County's goals and workforce excellence. This position delivers instructor-led, virtual, hybrid, and eLearning courses while collaborating with departments to assess training needs and develop effective learning solutions.

The Trainer serves as a learning consultant, instructional designer, facilitator, and subject matter expert to promote employee growth, improve organizational performance, and support a culture of continuous learning.

This position serves as a backup to the Learning Administrator of the Learning Management System (LMS), Educational Assistance, Supervisory, Management, and Confidential (SMC) employee reimbursements, and New Employee Orientation.

Duties and Responsibilities:

  • Facilitate instructor-led classroom, virtual, and hybrid training programs.
  • Deliver technical, professional, leadership, customer service, and compliance training.
  • Facilitate workshops, seminars, webinars, and orientation programs.
  • Adapt instructional methods to meet diverse learning styles.
  • Maintain a positive and engaging learning environment
  • Design and develop training curricula and instructional materials.
  • Create participant guides, facilitator manuals, presentations, job aids, and reference materials.
  • Develop eLearning courses using instructional design software.
  • Review and update training materials to ensure accuracy and relevance.
  • Coordinate training registrations and enrollments.
  • Assist employees with LMS navigation and course enrollment.
  • Research emerging trends in learning and development.
  • Recommend new technologies and instructional methods.
  • Provide Backup support for the Educational Assistance Program, SMC Reimbursement Program, NEO– New Employee Orientation and Service Awards Ceremony

Examples of Other Duties: Performs other related duties as required.

Required Qualifications: Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology plus at least two years' professional experience in human resources administration. (Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in human resources administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)
