Engineer III - Sewer Design

Pay Schedule XII, Grade 4M, Regular Schedule 35 hours per week.

• Serve as project engineer for various engineering projects, including sewer and water design sections with specialization in pumping stations and force mains.
• Manage multiple major capital improvement projects and oversee departmental engineering program.
• Supervise or lead professional and subprofessional personnel.
• Resolve design problems, prepare and review correspondence, and coordinate projects with outside agencies.
• Review and approve plans and specifications for sanitary sewer and water facilities and systems.
• Operate and/or oversee computers used in the development of capital projects, including GIS and CAD.
• Serve as project engineer for consultant‑designed projects; analyze consultants' proposals and prepare consulting agreements.
• Review developer drawings for compliance with Baltimore County standards and other public infrastructure regulations.
• Prepare and review stormwater management plans, sediment control plans, and other environmental reports.
• Participate in and conduct public meetings and hearings; investigate complaints and respond to inquiries.
• Assist in preparation of capital improvement budgets and programs.
• Coordinate with other County and outside agencies such as the State Highway Administration, Maryland Department of the Environment, U.S. Army Corps of Engineers, and Baltimore City.
• Perform investigations on pumping station operations and evaluate operational data; conduct technical reviews of new pumping station equipment.
• Develop and maintain Baltimore County asset management program and model for sewer and water vertical assets.
• Identify and develop projects based on budget availability and vertical asset prioritization.
• Manage data collection, QA/QC, and data management processes for asset management program.

• Act as spokesperson in right‑of‑way condemnation cases or witness in related judicial proceedings.
• Perform other related duties as required.

• Graduation from an accredited college or university with a bachelor's degree in engineering.
• At least four years of current field or office engineering experience.
• Optional: up to two years of higher education may be substituted for experience.
• Or possession of a certificate of registration as an Engineer in Training issued by a state in the United States, plus four years of current field or office engineering experience.
• Possession of a valid driver's license (class C Maryland equivalent) may be required.

The work is essentially sedentary with occasional walking, standing, and limited physical activities, including travel to various work sites.
