A Non-Merit vacancy exists in the Department of Health and Human Services, Bureau of Community Health Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

The Management Analyst II provides fiscal, administrative, and analytical support for the Maryland Consortium on Coordinated Community Supports (MCCCS) - Baltimore County program. The Maryland Consortium on Coordinated Community Supports is funded through the Blueprint for Maryland's Future and administered through the Baltimore County Department of Health. The funding supports expanded behavioral health and wraparound services for students Pre-K through 12th grade.

The position is responsible for monitoring and supporting sub-grantee fiscal compliance and payments, managing grant agreements, analyzing financial and programmatic data, and ensuring adherence to County and funder requirements. The MA II develops reports, dashboards, and presentations to communicate outcomes to stakeholders and assists in the preparation of budgets, applications, and expenditure reports. The role also supports policy and process development, participates in audits, assists with grant writing, and provides technical assistance to sub-grantees to strengthen fiscal accountability and program performance.

Essential Functions with % Time Allocations

1. Sub-Grantee Fiscal Oversight and Support - 40%

* Monitor sub-grantee performance and fiscal compliance

* Receive, review, and reconcile invoices and supporting documentation from sub-grantees

* Process, issue, and track sub-grantee payments

* Provide fiscal and technical assistance to sub-grantees regarding compliance and reporting requirements

* Review and provide TA on sub-grantee budget proposals

* Draft, prepare, and execute sub-grantee agreements in compliance with County and funder requirements

2. Data Management and Program Evaluation - 20%

* Collect, verify, and analyze sub-grantee data for program monitoring and evaluation

* Develop and maintain a management information system to track sub-grantee performance and expenditures

* Develop dashboards and data presentations for management and stakeholders to communicate grant outcomes

3. Grant Program Administration

* Assist in the development, implementation, and monitoring of overall grant programs

* Prepare and submit annual program and budget proposals

* Track and monitor grant expenditures to ensure compliance with grant guidelines and County fiscal policies

* Prepare and submit required expenditure and performance reports within established timelines

* Review and execute grant agreements with funders

* Serve as primary fiscal liaison with funders, responding to inquiries and audit requests

* Coordinate annual sub-grantee funding application and review process

* Procure goods, services, travel/trainings, and supplies necessary for Hub operations

* Prepare presentations, briefings, and reports for County leadership, stakeholders, and community partners

4. Policy, Compliance, and Audit Support - 10%

* Research and interpret fiscal policies, procedures, and regulations related to Maryland Consortium on Coordinated Community Supports and Baltimore County grant processes

* Participate in audits and respond to auditor requests for documentation

* Recommend process improvements to strengthen fiscal accountability and compliance
