Position: Management Analyst I (HHS Finance and Administration)

Job Title

A vacancy exists in the Department of Health and Human Services, Finance and Administration.

Examples of Duties

Under general supervision, performs professional fiscal, administrative, and analytical duties. Essential Job Duties include participating in the formulation, execution, and control of budgets, researching and gathering budgetary data, analyzing expenses, revenues, and other budgetary data, reviewing, monitoring, and tracking expenditures, ensuring that expenditures are within appropriations and spending guidelines, preparing budget requests, justifications, and related fiscal documents, formulating budget proposals, preparing budget projections, facilitating the procurement of goods, services, supplies, and equipment, preparing and processing contracts, providing advice and guidance to agency staff regarding purchasing activities, reviewing purchase requests, requisitions, direct payments, and procurement card purchases, maintaining automated purchasing and financial systems, researching and reporting on a variety of informational, operational, and management issues, analyzing and evaluating the effectiveness of policies, procedures, operations, and methods, analyzing staffing requirements, work scheduling, equipment and facilities, performing fiscal analyses of management proposals, collecting and compiling data, performing statistical analysis of data, writing and presenting comprehensive reports and memorandums, administering grants, preparing grant application submittals, monitoring and tracking grant expenditures to ensure they are in accordance with guidelines and appropriation balances, participating in special projects as assigned.

Examples of Other Duties may include representing the department at meetings or on committees, supervising clerical or support personnel, and performing other related duties as required.

Qualifications

Required

Education and Experience include graduation from an accredited college or university with a bachelor's degree, preferably in business administration, public administration, economics, or a related field. Experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations, and programs may be substituted on a year-for-year basis up to a maximum of four years for the required education. Skills and Abilities

(Entry Level) include knowledge of the principles and practices of public and business administration, knowledge of current office practices, procedures, and systems, knowledge of English grammar and usage, knowledge of the principles and practices of budgeting and statistical data analysis, skill in the use of personal computers and office software packages, ability to communicate effectively in written and oral forms, ability to establish and maintain effective working relationships with others, ability to understand and apply Baltimore County and departmental rules, regulations, policies and procedures, ability to research, analyze, and report on a variety of management issues, ability to formulate, execute, and control budgets, ability to perform statistical analysis of data, and ability to administer grants and contracts.

(Full Performance) include knowledge of County and departmental rules, regulations, policies, and procedures, knowledge of County budgetary and purchasing processes, procedures, and methods, skill in researching, analyzing, and reporting on a variety of management issues, skill in formulating, executing, and controlling budgets, skill in performing statistical analysis of data, and skill in administering grants and contracts.
