The HQ Finance Manager is a working manager who works closely with the Director of Finance and responsible for leading and strengthening the day-to-day accounting operations of IOCC Headquarters (HQ) and supporting finance activities across the U.S. This role serves as the operational anchor of the Finance Team, ensuring strong internal controls, accurate financial reporting, and cross-functional coordination.
Responsibilities andEssential Functions:
- Financial Reporting and Accounting Operations: Reviews monthly HQ work papers, prepares monthly financial statements, supporting schedules, reconciliations, and analysis for IOCC inc.; reviews monthly work papers and prepares financial statements; oversees monthly and year-end close activities, ensuring timely and accurate journal entries, reconciliations, accruals, allocations, and supporting documentation; responds to audit requests while supporting the preparation of annual audited financial statements; participates in internal reviews;
participates in cross-functional projects, process improvement initiatives, and other finance-related activities, as assigned. - Program, Grants, and Field Finance Support: Supports programmatic financial operations throughout the project lifecycle, including project code creation, budget review, donor reporting support, and serves as backup for the International Finance Manager reviewing financial submissions from field offices, as needed; participates in monthly net asset reviews.
- Payroll Oversight: Reviews the monthly and semi-monthly payroll entries, salary allocations, and payroll postings of the Staff Accountant.
- Supervision: Participates in talent acquisition activities and is responsible for the training, coaching, supervision, and performance evaluation of the Program Accountant, Senior Accountant, and Staff Accountant; provides clear direction, establishes expectations, and ensures accountability across direct reports; manages all supervisory and administrative responsibilities, including regular check-ins, performance management requirements, annual reviews, and related documentation; delivers ongoing performance feedback, supports professional development, and reviews work for accuracy, timeliness, compliance, and overall quality;
reviews all entries, reconciliations, coding, allocations and work papers, related to direct reports; develops and manages cross-training plans, materials, and schedules to support departmental continuity and coverage. - Filing and Compliance: Prepares supporting documentation for regulatory filings, including the Form 990; completes the annual tax organizer; reviews draft tax returns for accuracy and completeness; complies and files Federal Donor Financial Reports; administers IOCC ‘s general liability insurances, applications and payments; works closely with CFAO/Director of Finance on related renewals and with Human Resources on updates to the insurance overview summary spreadsheet;
manages liability coverage tracking and related documentation; supports special projects as assigned by the Director of Finance. - Process Improvement and Efficiency: Assists in continuous improvement efforts across the Finance department by identifying inefficiencies, strengthening workflows, and implementing sustainable process improvements; develops, updates, and maintains Standard Operating Procedures (SOPs), Finance Procedures Manual, accounting policies, and documentation to ensure consistency, training support, and operational continuity; strengthens internal controls and ensures compliance with General Accepted Accounting Principles (GAAP), IOCC’s policies and procedures, donor requirements, and audit standards.
