POSITION DUTIESGeneral
Purpose:
The GMI Policy Advisor is appointed by, and serves at the pleasure of, the Governor. The successful candidate will possess the core competencies, skills, and passion to provide high-level policy, administrative, strategy and communications support to the Director of Government Modernization. The Policy Advisor serves as a critical connector between the Director, Deputy Director of Government Modernization, the Chief Performance Officer, state agency leadership and program staff, and external stakeholders to ensure that the Government Modernization Initiative (GMI) objectives—including achieving operational efficiencies and realizing state-wide cost savings—are met.
This role facilitates the strategic use of resources through research, effective briefing and operational coordination. This position sits within the Executive Office of Governor Wes Moore, within the Governor’s Office of Performance Improvement (GOPI).
- Director Support & Coordination (20%):
Serves as a primary liaison for the Director. Manages scheduling and coordinating meetings across state agencies and with executive leadership. Tracks follow-ups and ensures the Director is apprised of emerging operational flags or project milestones in a timely fashion. - Research & Policy Analysis (20%):
Researches and compiles information on state initiatives and best practices related to government modernization. Monitors the Board of Public Works (BPW) agenda for items related to GMI initiatives or potential initiatives. Monitors legislation and other agency initiatives that relate to GMI. Interprets data to inform policy recommendations. - Briefing Materials & Report Writing (20%):
Drafts decision memos, briefing documents, and email correspondence. Develops comprehensive slide decks and visual presentations to communicate findings and plans to stakeholders, including the Governor and General Assembly. - Invoice & Document Tracking (20%):
Establishes and manages a structured system for tracking departmental policies, project documents, and invoices. Maintains an inventory of agency policies (OSP, DoIT, DBM, and Comptroller) that impact the GMI portfolio. - Stakeholder Engagement & Event Planning (15%):
Plans and coordinates stakeholder meetings and events. Builds and maintains positive working relationships with agency heads, consultants, internal and external partners, including labor unions and the vendor community, to advance GMI goals. - Other Duties (5%):
Performs special projects and other duties as assigned by the Director.
The successful candidate will have demonstrated many or preferably all of the following:
- Education :
Possession of a bachelor’s degree from an accredited college or university. - Experience :
At least two (2) years of experience as a Policy Analyst or Research Assistant, or experience in a similar role, preferably in a government setting. - Experience :
At least one (1) year supporting one or more senior level managers.
- Excellent planning and organizational skills, and the ability to multitask.
- Experience meeting multiple deadlines – both short- and long-term – prioritizing tasks and managing time effectively.
- Excellent written and verbal communication skills.
- Experience drafting memos and preparing slide decks.
- Team-oriented
- Stellar attention to detail.
- Ability to handle sensitive and confidential information with discretion.
- Proficiency in Google, Microsoft Office and other office software.
- Flexibility to work outside of regular business hours, as needed.
