The main purpose of this position is to serve as the principal administrator and technical architect for the Social Services Administration’s (SSA) virtual learning infrastructure and statewide professional development delivery operations. The incumbent oversees the decentralization of child welfare and adult services learning from a centralized model to an administration-led strategy. The position exercises programmatic and fiscal oversight over multimillion-dollar academic training contracts, ensuring alignment with executive priorities, federal compliance mandates, and CJAMS system enhancements.

• Serves as the statewide Principal Administrator and technical architect for SSA's virtual learning infrastructure (Google Meets, Zoom, Microsoft Teams, and the LMS), ensuring enterprise-level deployment, security compliance, and accessibility.
• Establishes unified operational standards, scheduling protocols, and quality assurance frameworks to optimize virtual training delivery and classroom management across all programs.
• Drives the strategic alignment of statewide workforce development curricula with federal compliance mandates, ensuring the modernization of blended instructional methodologies across the child welfare continuum.
• Serves as the primary Contract Monitor and principal programmatic liaison for multimillion-dollar statewide academic partnerships, specifically directing the operational execution of the Child Welfare Academy (CWA) with the University of Maryland School of Social Work and Title IV-E initiatives.
• Directs the synthesis, analysis, and validation of complex, statewide workforce datasets and training metrics to produce executive briefs, legislative reports, and mandatory federal compliance submissions.

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire.

Graduation from an accredited high school or possession of a high school equivalency certificate.

Six years of administrative staff or professional work.

• Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
• Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
• Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

• One year of experience serving as an administrator for enterprise-level Learning Management Systems (LMS) and managing large-scale virtual meeting platforms (e.g., Google Meet, MS Teams, Zoom) for organizational or multi-jurisdictional operations.
• One year of professional experience developing, administering, or coordinating training programs specifically within a public social services, child welfare, or adult services agency.
• One or more years of professional experience serving as a primary contract monitor overseeing multi-million dollar vendor or academic partnership agreements, including budget auditing, scope-of-work negotiation, and state or federal grant compliance.
