Job Summary
Towson University (TU) is a top‑100 public university located north of Baltimore, enrolling over 19,000 students. This role leads the Student and University Billing Office’s Systems and Technology Unit, collaborating with the Director and Associate Director of Operations to set policy, ensure PCI compliance, audit readiness, and best‑practice business processes. The position oversees People Soft Campus Solutions Student Financials, Oracle Financials Cloud AR, and related third‑party applications, serving as the functional expert for student financials across the university.
Responsibilitiesand Duties System Analysis and Configuration
Serves as the People Soft Student Financials module owner and system expert for the university. Supports new departmental programs, revenue development, and future Student Cloud ERP solutions. Performs business‑process review, collaborates with departments on MOUs, writes functional specifications, and manages system upgrades, modifications, and interfaces.
Configuration ManagementResponsible for configuring business rules for tuition, fee calculation, charge priority, payment allocation, GL mapping, refund processing, billing layouts, file layouts, and self‑service pages. Works with the Business Application Manager to structure term fees, course fees, waiver rules, equation engine coding, billing and due calendars, and adjustment refund schedules.
Security AdministrationCreates People Soft roles and permissions, manages item‑type security, service‑indicator security, and audit requirements to ensure separation of duty and user access control. Submits security requests to the Office of Technology Services and authorizes student financials security requests.
ReportingDevelops complex queries, Crystal reports, database connections, and reconciliation reports for day‑to‑day business activity and legislative audit support.
Team LeadershipDirectly manages a staff of three exempt employees responsible for People Soft configuration and a non‑exempt position handling batch processing, eRefund, and reporting. Provides training, problem‑solving guidance, and supervisory support to staff and associates.
Committees and User GroupsActive member of eCommerce Marketplace, People Soft User, and People Soft Bio Demo committees, reviewing payment solution opportunities, system upgrades, and data access controls.
Additional DutiesDelivers customer service, training, and system expertise to university departments. Interacts with auditors to discuss business processes, system configuration, and security.
Qualifications and SkillsA bachelor’s degree and five or more years of experience, with supervisory experience. A master’s degree preferred, especially with higher‑education, student financials, and third‑party integration experience. Strong analytical, prioritization, and communication skills. Experience writing functional specifications, report development, and working under time constraints.
Salary and BenefitsSalary: $110,000–$115,000 annually. Full university benefits include 22 days of annual leave, up to 17 holidays, personal and sick days, health, life, and retirement plans, and tuition remission.
