Emergency Management Manager

Develops and manages emergency response, research, preparedness, planning, and training activities for the emergency preparedness program at Shore Regional Health. Provides operational support to hospital leadership during planned and unplanned events. Develops internal and external agency relationships to support Emergency Management. In addition, provides daily leadership of the Telecommunications Department to include staff scheduling, employee attendance, interviewing and hiring. Provide departmental training for all newly hired staff, and keep staff advised/trained on all new policies and procedures.

Orders necessary supplies for the Telecommunications Department and arranges for necessary maintenance of telecommunications equipment and or the work environment.

The Emergency Management Manager reports to the Public Safety Director for Shore Regional Health System.

Leadership
  • Responsible for the implementation and functionality of the facility's Emergency Management program in its entirety. Serves as on call resource for Emergency Preparedness. Responds to incidents with little or no notice.
  • Analyze the facility's strengths and weaknesses, available resources, and risk ratios, to design and implement preparedness plans and programs for the purpose of controlling, eliminating, and preventing personal injury, property damage, and/or environmental impacts caused by various factors annually.
  • Coordinates resources to ensure the facility's Emergency Operations Plans are updated annually. Manages Emergency Preparedness readiness training, including the execution of a minimum of two (2) Hospital-wide Emergency Preparedness Drills per year. Participates in the leadership of hospital emergency response activities and is knowledgeable about and familiar with the Hospital Incident Command System.
  • Leads and participates in internal and external task forces, committees, and agencies regarding Emergency Preparedness. Investigates, researches, and makes recommendations regarding best practices with respect to Emergency Preparedness.
  • Responsible for ensuring that all Joint Commission and Center for Medicare and Medicaid Services standards for Emergency Preparedness are known and being met.
  • Maintains employee alert system.
  • Works with Public Safety Director to accomplish departmental goals. Oversees the daily operations of telecommunication, including maintenance of call and procedure logs.
  • Coordinates with customer counterparts to optimize workflows and improve job progress.
  • Manages the telecommunications team, ensuring proper allocation of resources and efficient performance.
  • Provides training, mentorship, and performance management to team members.
  • Oversees and/or performs personnel functions such as recruiting, interviewing, hiring, counseling, and carrying out discipline procedure in accordance with Human Resources policies; oversees establishment of performance objectives and assessment and maintenance of good staff relations.
  • Monitor operational costs and manage an annual budget; including but not limited to departmental equipment.
  • Collaborates with the RMC project team to ensure equipment and resource planning for the medical center is adequate.
  • Uses data-driven reports to make informed decisions about process changes, resource allocation, and operational improvements. Oversee customer service operations to ensure timely and effective resolution of customer issues:
    Monitor, address and resolve complaints.
  • Performs all other duties as assigned.
Program Management

Manages various Emergency Preparedness projects to meet program needs. Manages the implementation and on-going education of the Hospital Incident Command System (HICS) throughout the organization. Leads and provides project management support for those committees responsible for identifying/developing specific needs associated with various emergency scenarios for external events (e.g., patient surg, bio-terrorism, cyber-attack, inclement weather, etc.) and internal events (e.g., fire, infant/ pediatric abduction, utilities failure, etc.).

Leads/ Co-Leads various Emergency Preparedness committee and sub-committee meetings; contributes ideas and monitors the planning process. Develops the strategic vision for Emergency Management program. Develops project plans and timelines for accomplishing outstanding tasks. Identifies inconsistencies among plans and addresses as necessary. Identifies systems and operational problems and proposes solutions. Works to build consensus when departmental response plans diverge.

Ensures all departments have current information regarding Joint Commission and Center for Medicare and Medicaid Services Emergency Management standards and that the facility maintains compliance.

Investigate and researches best practices with respect to Emergency Preparedness. Attends seminars; benchmarks with other institutions; and obtains resource material for review.
