The Department of Aging, Bureau of Long-Term Services and Supporting Older Adults with Resources (SOAR), has a vacancy for a Program Manager.

Pay Schedule VI, Grade 32, Regular

Schedule:

35 hours per week. This position is supported by grant funding and will remain active as long as funds are available.

Definition of Responsibility

Under direction, develops, administers, and supervises a major or diverse program that provides human services, and coordinates the program with other agencies and programs.

Job Purpose

Under general supervision, oversees the daily management operations of the Supporting Older Adults with Resources (SOAR) Program. SOAR offers long-term, light-touch support services that help qualified older adults maintain independence. Services include case management, in-home and community-based supports, and partial assistance with assisted living fees.

Essential

Job Duties
  • Develops and executes SOAR policies and procedures and ensures ongoing compliance by clients, case managers, vendors, and program staff.
  • Ensures the effective administration of all required SOAR grant functions and service deliveries.
  • Ensures effective service administration for the SOAR program budget, including review and approval of program expenditures.
  • Oversees and assists in the completion of all required grant reporting requirements.
  • Provides human resources management for the SOAR team members.
  • Ensures proper vendor monitoring and grant compliance for the SOAR vendors, including assistance with contract development and renewals.
  • Provides training and responds to inquiries about SOAR from case managers, agency staff, and vendors.
  • Functions as managerial backup for other programs in the Senior Resources Unit, including Home Delivered Meals, Adult Day Subsidy, Seniors in Need, Cleaning Clutter Services, and Legal Assistance.
Examples of Other Duties
  • Represents the department or attends meetings, including: internal departmental, grantors, vendors, contractors, and multiple agency stakeholders.
  • Leads and/or participates in special projects, meetings, and agency engagement activities.
  • Performs other duties as assigned.

Required

Education and Experience

Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science;

Plus

Four years of experience providing human services, such as intake/referral, counseling, or education, including one year in a supervisory capacity.

(Related education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience. Additional experience in providing human services may be substituted on a year-for-year basis, up to a maximum of 2 years, for the required education. Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
