Position: Civic Engagement Fellow (Temporary) - Non-Merit

Civic Engagement Fellow

The Baltimore County Office of Immigrant Affairs is seeking a motivated and community minded Civic Engagement Fellow to help develop and launch the County's Immigrant Civic Engagement Program. This part-time, 12-month position will support efforts to expand civic leadership opportunities for immigrant residents, increase participation in County government, and create meaningful pathways for residents to engage in public life. The Fellow will work with the Office of Immigrant Affairs, County agencies, community-based organizations, educational institutions, and community leaders to develop programs that strengthen civic knowledge, leadership skills, and connections to Baltimore County government.

This fellowship is an opportunity for an individual passionate about civic engagement, immigrant inclusion, community leadership, education, and public service to help build a new program from the ground up.

The Civic Engagement Fellow will report to the Chief of the Office of Immigrant Affairs and work collaboratively with Office staff and County and community partners.

Civic Leadership Program Development:

  • Assist in designing and launching a cohort-based New American Civic Leadership Academy
  • Develop a practical civic education and leadership curriculum addressing:
    • The structure and functions of Baltimore County Government
    • How County decisions are made
    • Public participation and community engagement opportunities
    • County boards and commissions
    • Advocacy and policy literacy
    • Public speaking and communicating with government officials
    • Community leadership and organizing skills
  • Support participant recruitment, communications, training logistics, speakers, and program activities
  • Develop partnerships with community organizations, educational institutions, County agencies, and subject matter experts
  • Assist participants in identifying opportunities to apply their civic knowledge and leadership skills

Boards and Commissions Leadership Pipeline:

  • Support multilingual town halls, listening sessions, civic education workshops, and other engagement activities
  • Explore digital and other accessible strategies to reach residents who may face barriers to traditional civic participation
  • Assist in developing multilingual outreach materials promoting civic participation opportunities
  • Identify effective approaches for gathering community input and connecting residents with County government

Community and Participatory Engagement:

  • Support multilingual town halls, listening sessions, civic education workshops, and other engagement activities
  • Explore digital and other accessible strategies to reach residents who may face barriers to traditional civic participation
  • Assist in developing multilingual outreach materials promoting civic participation opportunities
  • Identify effective approaches for gathering community input and connecting residents with County government

Youth and Emerging Leaders:

  • Develop partnerships with schools, colleges, workforce development programs, and youth-serving organizations
  • Explore internship, mentorship, youth ambassador, and other opportunities to introduce young people to local government and civic leadership
  • Support initiatives that cultivate emerging community and civic leaders

Program Evaluation and Sustainability:

  • Establish measurable goals and indicators for civic participation and leadership development
  • Track program participation and engagement outcomes
  • Collect participant feedback and identify opportunities to improve program effectiveness
  • Prepare reports, presentations, and other materials documenting program activities and outcomes
  • Develop an end-of-fellowship sustainability plan with recommendations for future program structure, funding, partnerships, and implementation
