Job Overview

Regular schedule: 34 hours per week. This is a full‑time, non‑merit vacancy in the Department of Housing and Community Development. The position is not classified within the Baltimore County Government Classification and Compensation Plan. Remote work is not permitted except for authorized business travel.

Responsibilities
  • Under general supervision, perform professional administrative and managerial duties related to the county’s response to outreach of unsheltered individuals.
  • Serve as the dedicated county staff member responsible for responding to community requests for assistance with unsheltered populations and educating the public about the county’s response to homelessness.
  • Manage partnerships, coordinate funded outreach and service providers, and work to remove barriers.
  • Coordinate with area service providers, interdepartmental and state partners to locate homeless individuals and address abandoned encampments and clean up public spaces.
  • Coordinate transportation for people who are unsheltered to emergency shelter or other appointments as needed.
  • Lead agency, county staff, and partner teams and volunteers to conduct the annual HUD‑mandated Point in Time Count (PIT).
  • Drive to homeless sites, identify needs, and establish relationships on by‑name lists.
  • Assist with caseloads of homeless individuals and families, identify new individuals, and gather data for the by‑name lists.
  • Maintain relationships with service provider agencies and pass communications to homeless individuals on by‑name lists.
  • Gather and share best and evolving practices for responding to unsheltered homelessness.
  • Educate community partners, local government, and other interested parties; promote programs and resources for unsheltered persons.
  • Coordinate quarterly outreach meetings with all county providers that engage in outreach work.
  • Research local resources to match homeless individuals and families with appropriate services and case management.
  • Maintain contacts and positive communication with community members, constituents, and business owners regarding unsheltered homelessness.
  • Review and analyze programmatic outcome data from the County Homeless Management Information System (HMIS).
  • Prepare reports, work with funded providers to ensure accurate and timely data entry, and enter client data in HMIS.
  • Highlight data trends and recommend strategic responses to unsheltered homelessness.
  • Attend weekly housing group meetings to report progress and receive new tasks.
  • Perform any other related duties as assigned.
Qualifications
  • Minimum:
    Bachelor’s degree in Psychology, Sociology, Social Work, or a related field.
  • Minimum:
    Two years of professional experience working with unsheltered persons or within the homeless continuum.
  • OR:
    Six years of direct experience working with unsheltered persons or within the homeless continuum.
Preferred Qualifications
  • Bilingual language skills.
Licenses and Certificates
  • Valid, non‑commercial Class C Maryland driver’s license.
  • Reliable transportation required at time of appointment.
Physical and Environmental Conditions

This position is primarily sedentary but requires travel between work sites and exposure to adverse weather and/or poor living conditions. Physical activity such as walking, bending, stooping, and climbing is limited. The job may involve psychologically demanding interactions with individuals experiencing mental health and/or substance abuse issues.

Medical Examination and Background Investigation

Applicants selected for employment must successfully complete a physical examination, drug screening, and employment investigation, including criminal background, educational certification, and fingerprinting checks.
