A vacancy exists in the Department of Aging for the position of Human Services Associate, Community Outreach Specialist. Pay Schedule I, Grade 25, Regular

Schedule:

35 hours per week.

This position is open to all interested transfer and promotional candidates. Applicants who are currently a merit (full‑time), non‑merit (part‑time), or temporary employee of the Baltimore County General Government are eligible to apply.

Job Purpose

Under general supervision, the successful candidate will provide case management services to older adults residing in Baltimore County.

Essential

Job Duties
  • Interview clients to establish or review case history of referrals to assess needs.
  • Schedule appointments for home or office visits.
  • Discuss resources or interventions with clients, creating joint action plans.
  • Assist clients in applying for benefits.
  • Arrange and monitor services for grant‑funded clients, including personal care, medication supplies, adult day services, etc.
  • Intervene in individual client crisis situations such as utility turn‑offs, evictions, lack of funds for medication or food.
  • Maintain client records electronically via Well Sky.
  • Conduct educational, community relations, prevention, and outreach programs.
  • Attend meetings and training sessions.
  • Maintain expertise in aging, resources for older adults, and public benefits.

Perform other duties as assigned.

Qualifications

Required Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree in a social or behavioral science.
  • Experience that is equivalent to up to four years of the essential duties may substitute for the required education on a year‑for‑year basis.

Knowledge, Skills, and Abilities

  • Knowledge of theories and principles of aging.
  • Basic knowledge of community, human, and social services assistance programs.
  • Writing skills necessary to complete forms, case histories, and reports.
  • Good interpersonal skills and active listening skills.
  • Ability to conduct individual diagnostic/assessment interviews and formulate a basic plan of care.
  • Ability to make appropriate referrals.
  • Ability to establish and maintain good working relationships with others.
  • Ability to appropriately handle hostile individuals and those experiencing a crisis.
  • Ability to enter and maintain client information in electronic records.
  • Ability to make public presentations.
  • Ability to interpret federal, state, and local regulations, procedures, and guidelines for human services professionals.
  • Ability to read and understand professional journals and other publications.
Licenses and Certificates

Some positions within this classification may require possession of a valid driver’s license equivalent to a Non‑Commercial, Class C Maryland driver’s license at the time of appointment.

Proof of Licenses, Certifications, and Education

Applicants must submit proof of education, professional licenses, and certifications. Diplomas or transcripts must show the major field of study. Unofficial copies are acceptable. Applicants who obtained a degree from outside the United States must submit degree‑equivalency documentation from World Education Services, Inc. (WES.org).

Examination Procedure

Applicants will be evaluated based on the training and experience reported in the application, including responses to supplemental questions. Dates and duties of past and current experience must be clearly and completely stated.

Conditions of Employment
  • Completion of County‑sponsored CPR and First Aid training is required.
  • Employee must maintain licenses and certifications throughout employment.
Physical and Environmental Conditions

Positions are primarily sedentary, with occasional walking, lifting, or other limited physical activity. Traveling between work sites may be required.

Medical Examination and Employment Background Investigation

Applicants selected for employment must successfully complete a physical examination, drug screening, and employment investigation, including criminal background, education certification, and fingerprinting checks.
