The Construction Manager provides advanced construction management and technical leadership in support of the S300 mission, subcontracted construction projects, and the Laboratory's construction and facility infrastructure portfolio. The position leads complex projects from planning and preconstruction through construction, commissioning, turnover, and closeout, while coordinating the work of subcontractors, facility operations, engineering, ES&H, security, commissioning, project management, and program stakeholders.

The Construction Manager supports the S300 mission by ensuring that construction and infrastructure activities are planned and executed safely, efficiently, and compliantly in accordance with mission priorities, operational requirements, facility interfaces, project controls, contract requirements, and Laboratory standards. The role integrates construction activities with ongoing mission operations to minimize disruption while maintaining performance in safety, quality, schedule, cost, and customer satisfaction.

Project assignments may include tenant improvements, facility modifications, renovations, utility and infrastructure upgrades, site development, new facilities, and specialized mechanical and electrical systems. The Construction Manager applies sound judgment and adapts construction strategies to address each project's technical, operational, safety, security, quality, schedule, and mission requirements.

The Project Management Office (PMO) provides LLNL with engineering, design, estimating, construction, and project management services. PMO provides infrastructure services to enable cutting-edge research and development in the areas of defense technologies, global security, laser science, bioscience, and more. PMO offers cradle to grave infrastructure services to achieve reliable delivery of completed projects with priority on safety, collaboration, and a workforce working toward our shared vision.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

• Lead and coordinate complex construction projects, subcontractors, inspectors, project teams, facility stakeholders, and lower-tier contractors; lead associated preconstruction, coordination, progress, and stakeholder meetings.
• Provide construction management expertise throughout the project lifecycle, including planning, design, procurement, construction, commissioning, turnover, closeout, and audit-ready records management.
• Define, manage, and monitor project scope, execution methods, schedules, budgets, contracts, risks, quality, safety, change, productivity, and project controls; implement corrective actions and recovery strategies as needed.
• Coordinate work in active, high-hazard, nuclear, radiation-hazardous, security-sensitive, and operational facilities.
• Conduct constructability reviews and resolve design and construction issues involving drawings, specifications, RFIs, submittals, schedules, field conditions, construction methods, and subcontractor deliverables; develop practical, cost-conscious solutions.
• Develop and implement project-specific safety and quality plans, including job hazard analyses and subcontractor safety programs; coordinate inspections, testing, hold points, shutdowns, Lockout/Tagout activities, commissioning, turnover, compliant installations, and required documentation.
• Provide technical leadership for electrical and specialized systems.
• Communicate project status, decisions, risks, issues, and recommendations to project teams, facility representatives, customers, senior management, contractors, and DOE stakeholders.
