SALARY
: $110,000

The Department of Children and Families (DCF), Office of the Chief of Staff is seeking a qualified individual to fill the Director of Legislative Affairs position located in Trenton. This position may be eligible to work remotely for up to two days in a calendar week.

DEFINITION:
Reporting to the Chief of Staff in the Department of Children and Families, the Director of Legislative Affairs is responsible for tracking, categorizing, and disseminating all state bills affecting DCF programs and provider network, while coordinating with the Governor's Office on state and federal legislation. This position identifies legislative trends, risks, and opportunities, and develops policy positions aligned with departmental priorities and stakeholder expectations.

Key duties include reading, summarizing, drafting, and amending legislation, as well as preparing letters, testimony, and presentations on DCF policy positions for internal and external distribution. The Director builds and maintains strategic relationships with legislators, staffers, and Governor’s Office personnel to advance DCF policies and initiatives, serving as the primary liaison with the Governor's Office on policy and legislative matters. This position is responsible for the supervision of a Legislative Liaison.

EDUCATION:
Graduation from an accredited college with a Bachelor's degree.

EXPERIENCE:
Six (6) years of experience in intergovernmental affairs with primary responsibility for interaction with other levels of government and other agencies regarding legislative matters.

NOTE:
Applicants who do not possess the required education may substitute additional experience as indicated on a year for year basis with thirty (30) semester hour credits being equal to one (1) year of experience.

LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
