Programmer Analyst II (Trenton)
Rutgers, The State University of New Jersey, via the IST Central Core Department at the Rutgers Cancer Institute, is seeking a Programmer Analyst II. The role reports to the IST Analyst I and focuses on analysis, design, programming, testing, debugging, and documentation for medium to complex business problems at the New Jersey State Cancer Registry. The position applies conversions and enhancements to cancer surveillance and research systems, develops project plans and training programs, and interfaces with internal and external users, database administrators, and other IT departments.
Essential Duties and Responsibilities- Develops and/or conducts training programs as required.
- Develops and manages project plans.
- Interacts with users and other areas to gather requirements and compile data.
- Designs and develops application programs from analysis to implementation.
- Develops documentation, formulates, and applies policies and procedures.
- Maintains awareness of emerging AI technologies, tools, and frameworks, including ML and NLP, and recommends innovative solutions.
- Collaborates with business stakeholders to identify opportunities for AI/ML adoption and translate requirements into technical solutions.
- Assists in or manages the installation of software and/or hardware components.
- Performs technical resources planning and support.
- Maintains familiarity with subsystems and generates queries and analytic programs using common programming languages (e.g., SQL, SAS).
- Acts as liaison between IT departments/units and end‑user communities.
- Develops and applies integrated application, system, or network standards as required.
- Evaluates and recommends hardware and software solutions.
- Assists in problem determination and resolution.
- Performs system tuning, monitoring, and trend analysis.
Minimum Education and Experience
- Bachelor’s Degree in Computer Science, Engineering, or related discipline and four (4) years of progressive experience and increasing responsibility in a related technology field.
- Equivalent experience, education, and/or training may substitute for the education requirement.
- General PC knowledge and understanding of distributed computing environments and integrated communication concepts.
- Understanding of SQL and other programming tools, methodologies, and concepts; ability to identify and solve complex problems and develop short‑ and long‑term project work‑plans.
- Familiarity with artificial intelligence (AI) concepts, including machine learning (ML) and natural language processing (NLP).
- Computer literacy with proficiency in Microsoft Word, Excel, Access, and PowerPoint.
- Effective oral and written communication skills.
- Ability to function in a team environment.
- Demonstrated interpersonal skills in a service‑oriented environment.
- Based in Trenton, NJ with regular travel to New Brunswick, NJ required and ability to travel to additional sites.
- Proficiency in programming languages and frameworks commonly used for AI development (e.g., Python, R, Tensor Flow, PyTorch, scikit‑learn).
- Familiarity with complex information systems architecture, electronic health data, transmission standards, information security standards, relational databases, and analytic software tools such as SAS.
- Knowledge of cancer surveillance processes, cancer epidemiology, surveillance research, and cancer registry data.

Full Time, Standard Hours 37.50. Fully on‑site work arrangement required.
Salary Range: $81,155 – $116,172 annually, depending on qualifications and experience.
