POSITION SUMMARY: Analyzes and evaluates internal operations, business practices, and workers’ needs for NJ Family Care’s systems to recommend optimal testing plans and approaches related to the revised information technology (IT) initiatives and business objectives. Recommends, implements, monitors comprehensive testing plans for projects and approaches. Ensures effective automated and manual testing techniques for active projects as determined by project leaders.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Analysis, Strategy, and Planning
- Confers with department personnel and stakeholders to analyze current operational procedures.
- Analyzes information, processes, statistical, and operating reports to detect work backlogs.
- Studies existing information processing systems to evaluate their efficiency.
- Determines feasibility for automation, identifies problems or areas for improvements, and develops and recommends solutions.
- Identifies risks and leads the development of risk mitigation plans.
- Provides advice and guidance to management in determining operating policy and priorities.
- Applies statistical theory, practices, and techniques, business intelligence and reporting tools to the analysis and evaluation of administrative procedures.
- Applies system architecture and application design methods and implementation.
- Follows administrative, organizational, and business practices and procedures.
- Systems Development and Implementation
- Leads or participates in the gathering and development of business and user requirements.
- Reviews recommended enhancements, new systems, and applications to improve workflow.
- Leads or actively contributes to the planning, development, implementation, or maintenance of new or enhanced systems.
- Assists in defining project scope, developing project plans, coordinating costs, resolving conflicts, and monitoring progress.
- Investigates program issues, bugs, and anomalies and collaborates with development teams to resolve them.
- Coordinates requests for IT services and coordinates the work of others to develop, test, install, and modify applications.
- Participates in and provides input to enhance the Change Control process.
- Testing and Quality Assurance
- Leads and supervises testing activities related to new or enhanced systems, including development of test data, scripts, and test plans.
- Analyzes error conditions found during testing, recommends solutions, and confers with technical services.
- Submits documentation of high‑severity errors and corrective actions.
- Documentation, Reporting, and Administration
- Develops, promulgates, and reviews written policies, procedures, specifications, and other documentation.
- Prepares reports for business units and IT, providing statistical and narrative analysis.
- Establishes and maintains accurate control documentation and follow‑up procedures.
- Prepares procurement requests such as RFPs and RFQs.
- May serve as System Administrator, administer system security rules, track performance, and provide support to users.
- May assist in budgeting for IT services and related initiatives.
- Communication and Training
- Act as liaison between NJ Family Care and external parties, agencies, vendors, and stakeholders.
- Establishes and maintains liaison with agencies and vendors regarding information processing requirements.
- Prepares training materials and conducts or participates in system training sessions.
- Ensures users are informed of applicable business rules, policies, and guidelines.
- Works with others to achieve goals and develop professional relationships.
- Attends meetings and performs related duties as required.
