Under direct supervision in a state department, agency, data center, institution, or state college, assist in at least one of the following areas: design and preparation of least complex operation routines and computer programs for electronic data processing equipment utilizing required and current software, operating systems, and multiprogramming technology; control and/or implementation/maintenance of highly technical operating systems associated with new generations of computers to function toward optimum utilization of available hardware/software using comprehensive knowledge of the operating system function;
development, implementation, and maintenance of multi‑network, multi‑user Local Area Networks (LAN), Metropolitan Area Networks (MAN), and/or Wide Area Networks (WAN), maintenance of centralized, decentralized and remote network services, network security, data integrity, network performance monitoring, network problems resolution, and user support; and other related duties as required.
This position requires knowledge and skill to install, configure, upgrade, and troubleshoot any hardware and software components found on agency computers or information technology and the ability to provide informal training and assistance to agency employees or general public. It also requires training in DEP's Division of Information and Technology acquisition management policies and procedures, as well as specialized training in virtual meeting platforms and web hosting services.
ResponsibilitiesReview, prepare, and submit for approval all IT acquisitions/purchases to ensure compliance with all state and federal regulations and policies. At program's request, initiate and monitor the progress of IT projects to maintain a running inventory of all projects and purchases. Participate on teams responsible for implementing IT systems changes, provide technical guidance on a wide range of complex IT issues to senior management, and serve as primary liaison with agency employees and the public on matters related to web‑hosting platform operations and support.

- Ability to evaluate proposals for the acquisition of IT products or services to ensure compliance with federal and state laws and regulations and established acquisition policies and procedures.
- Ability to understand project management principles, methods, and technical requirements, to communicate complex issues affecting the program to senior management, and participate in DEP IT CORE Team meetings.
- Ability to assist employees/public in installing applications and troubleshoot post‑installation problems.
- Education:
Graduation from an accredited college or university with an Associate's degree in Computer Science or Computer/Information Technology. - Experience:
One (1) year of experience in at least one of the following areas: design and preparation of programs for electronic data processing utilizing current operating systems, modification of systems software and multiprogramming technology; development, maintenance, or installation of application programs; or performing technical support functions within a direct access device environment; or the development, implementation, and maintenance of multi‑network, multi‑user LAN, MAN, and/or WAN environment. - Note:
Technical support functions include experience in resolution of online production and/or communications network problems, and/or code modification, testing, and debugging of program modules in an online environment, and/or space allocation and control of direct access storage devices (DASD management). - Note:
A Bachelor's or Master's degree in Computer Science may be substituted for one (1) year of indicated experience. - Note:
A general Bachelor's degree from an accredited college or university may be substituted for the Associate's degree. - Special note on substituting experience for education:
