Position: Housing & Zoning Inspector I

Overview

Duties
  • Inspect existing multiple-family dwellings and premises for compliance with codes and ordinances, including nuisance and property maintenance.
  • Identify violations, interpret legal requirements, coordinate inspections, and communicate with apartment management and staff to explain regulations and resolve violations.
  • Follow up with apartment management to effectively communicate actions, resolutions, or outcomes.
  • Create invoices, monitor payments, issue compliance certificates.
  • Complete and maintain daily inspection records, write notices, prepare reports.
  • Fulfill Freedom of Information Act requests.
  • Collaborate with the City Attorney’s Office to address legal issues as needed.
  • Train and support sign removal volunteers.
  • Perform other duties as assigned.
Requirements
  • Associate’s Degree (or 60 credit hours) in business or a related field from an accredited college or university.
  • Minimum of four years of recent full-time work experience (or part-time equivalent) in compliance and enforcement of housing/zoning codes and ordinances.
  • Obtain International Code Council (ICC) Certification for Property Maintenance & Housing Inspector within twelve months from the date of hire.
  • Applicants with an equivalent combination of training and experience may be considered.
  • Excellent problem-solving skills, especially when interpreting code requirements and recommending solutions.
  • Excellent verbal and written communication skills.
  • Strong computer skills and experience with Geographic Information Systems, BS&A Inspection (or other municipal code enforcement software), and Microsoft Word, Excel, and Outlook.
  • Ability to work outside in all seasons, climb stairs, traverse uneven terrain, and twist, bend, stoop, and kneel to conduct thorough inspections.
  • Must possess a valid Michigan driver's license with a good driving record (based on City of Troy standards). Out-of-state applicants must provide a current driving record at the time of application and obtain a State of Michigan license within one month of appointment.
  • As a condition of employment, the successful candidate must pass a pre-employment physical and drug screen (including marijuana).
Preferences
  • Current International Code Council (ICC) Certification for Property Maintenance & Housing Inspector.
  • Recent work experience inspecting and licensing multiple family dwellings.
  • Recent employment as a municipal Housing, Zoning, or Codes Inspector.
  • Knowledge of property maintenance repairs and/or codes.
Hours
  • Full-time, year-round.
  • Monday-Friday 8:00am-4:30pm, evenings and weekends as needed.
  • Limited remote work with Supervisor approval.
