Building Inspector/Plans Examiner

Under direction, leads, trains, oversees, and participates in a variety of inspections of residential and commercial sites to enforce building codes and plan review of commercial and residential plans submitted to the Town for structural and non-structural compliance; ensures compliance with applicable laws, codes, standards, policies, ordinances, and regulations; provides a variety of information to property owners, developers, architects, engineers, and contractors;

and performs related duties as assigned.

Receives general supervision from assigned supervisory and/or management personnel. Exercises technical and functional direction over and provides training to lower-level staff.

This is the advanced journey-level in the Building Inspector/Plans Examiner series. Incumbents organize and oversee the day-to-day work of staff in assigned areas of responsibility and ensure compliance with applicable laws, codes, standards, policies, ordinances, and regulations. Responsibilities include inspecting and attending to assigned areas in a timely manner and performing a wide variety of tasks in building inspection and plans examination.

Positions in the classification rely on experience and judgment to perform assigned duties. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to complete assignments. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

Examples Of Typical Job Functions (Illustrative Only)
  • Provides technical and functional direction to assigned staff responsible for performing building inspections and/or plans examination; inspects work in progress and upon completion to ensure assigned activities are performed in accordance with Town standards and ordinances, established procedures, and applicable laws, codes, and regulations.
  • Plans, schedules, prioritizes, and assigns work to assigned staff in consultation with the supervisor; communicates status of building inspection and plans examination activities to appropriate personnel, working cooperatively to schedule work in accordance with established and special operational priorities.
  • Trains employees in work methods and relevant safety precautions.
  • Directs and conducts field inspections of residential and commercial sites for change of use and occupancy at various stages of construction, alteration, and repair for conformance to California Code of Regulations, local ordinances, plans, specifications, standards, and drawings.
  • Inspects complex construction framing, foundations, grading, mechanical systems, and electrical and plumbing installations on new construction and alterations to verify code compliance; inspects setbacks from property lines and boundary determinations to ensure compliance with approved plans, construction codes, and zoning ordinances.
  • Identifies code violations; gathers and prepares evidence; issues correction notices, stop-work notices, and citations according to established building inspection policies and procedures; works with property owners and contractors to achieve voluntary compliance with codes; conducts follow-up inspections to ensure compliance; conducts and approves final inspections and issues certificate of occupancy.
  • Directs and participates in the review of plans, specifications, and calculations of new construction, additions, and alterations to commercial and residential buildings to determine compliance with the provisions of building codes, ordinances and regulations including compliance with California Code of Regulations and local ordinances; determines whether plans are properly dimensioned and clearly detailed in accordance with design calculations.
  • Reviews engineer calculations for compliance with Town design criteria; reviews structure for continuation of loading support down to foundations; computes load calculations.
  • Develops complete and understandable comment and/or correction list to communicate and establish the requirements necessary for structure compliance; reviews and verifies that all indicated requirements on comment and correction list have been addressed.
  • Reviews site plan for compliance with grading, erosion control, cuts and fill, and setbacks to verify consistency with the building code; reviews site topography and parcel boundary information.
  • Reviews plans for non-structural code compliance, including life safety issues such as guardrails, fire protection, egress requirements, and safety glazing; reviews plans for compliance with energy standards; verifies safety of location of proposed energy source entrance into structure.
  • Scales proposed floor plan to determine square footage of all spaces for accuracy; verifies project description and footages indicated on the building permit application; computes area of buildings; determines permit fees.
