** Job Summary*
* This position is responsible for moderately complex to complex subcontract development and/or administration in support of proposal and/or project requirements within the Subcontracts Group. May be responsible for administering Subcontracts Field Management process.

** Key Responsibilities*
* General:

+ Assigned moderately complex to complex subcontracts.

+ Files appropriate record documents and follows filing rules.

+ Proficient in the basic functions of the applicable software.

+ Trains others concerning the subcontracts processes.

+ Provides input to portions of new and/or revised procedures or documents.

Subcontract Development Responsibilites (if assigned):

+ Responsible for soliciting budgetary pricing for subcontracts to support estimating/proposal efforts for major project(s). May also lead and coordinate the entire budgetary pricing effort on a major project(s).

+ Prepares subcontract documents and bidders lists.

+ Prepares, issues and manages the bidding process.

+ Leads and manages the bid evaluation process through the distribution of proposals, preparation of the commercial portion of the bid tabulation, and collaboration with the technical team regarding the technical evaluation. Makes recommendations for selected bidder(s) and for award.

+ Leads, schedules, coordinates and manages the negotiation process. Able to resolve complex commercial terms and conditions exceptions.
