Ensures the safe, reliable and efficient operation of PGE's power generating fleet and generation plants.
Position SummaryThe Manager, Plant Operations (M2) is accountable for the safe, reliable and economical day-to-day operation of a power generation facility. This role manages employees and/or contractors responsible for operating energy generation and ancillary facilities. The Manager adapts departmental plans and priorities to address operational challenges, regulatory requirements and resource constraints while ensuring plant output meets Power Operations' needs.
Decisions are guided by policies, procedures, regulatory requirements, available resources and the business plan, with moderate guidance from senior leadership. The role provides subject matter expertise and leadership to employees, colleagues and stakeholders.
Key Responsibilities Plant Operations Management- Manages a team responsible for operating energy generation, storage and ancillary facilities (e.g. Fire Monitoring and Protection Systems).
- Provides technical and operational leadership to ensure objectives are met.
- Ensures compliance with environmental, safety and regulatory standards.
- Identifies and resolves operational issues.
- Ensures operational procedures and working practices remain current and effective.
- Manages day-to-day plant operations safely, reliably and economically within complex regulatory constraints.
- Ensures plant output meets Power Operations' requirements.
- Balances cost, reliability and operational goals in collaboration with plant management and other functional areas.
- Develops, administers and enforces operational policies and procedures.
- Ensures plant maintenance activities align with operational priorities.
- Administers the plant operations and related contracts; provides oversight of contractor activities; manages equipment warranties and the resolution of warranty issues.
- May oversee procurement and warehousing of spare parts for the plant; ensure that all materials procurement practices comply with PGE SOX guidelines.
- Accountable for the effectiveness of the plant operations training program.
- Reviews organizational development needs and training strategies.
- Provides coaching, mentoring and performance feedback.
- Conducts annual performance reviews and supports employee development planning.
- Assists plant manager in implementing emergency action plans.
- Develops and maintains procedures for startup, shutdown, testing and emergency operations.
- Leads and participates in periodic emergency response training.
- Ensures proper actions and notifications during plant emergencies or abnormal events.
- Promotes and reinforces a strong safety culture.
- Ensures compliance with safety policies, procedures and regulatory standards.
- Monitors team adherence to safety practices.
- Manages departmental expenditures to meet financial targets.
- Reviews budget variances and implements corrective actions.
- Supports effective financial controls and decision-making processes.
- Oversees workforce planning and staffing decisions.
- Partners with HR on recruitment, evaluation and selection processes.
- Maintains knowledge of applicable union contracts and local work rules.
Reviews organizational development needs and training strategies to determine required learning and development outcomes for the team; provides guidance in the creation of development plans; monitors ongoing progress and provides coaching and mentoring and provides feedback; completes annual performance management reviews.
Education & Experience EducationBachelor's degree in engineering or related technical discipline, or equivalent experience.
Experience- Typically eight or more years of progressively responsible experience in power plant operations, maintenance, engineering or related support activities.
- Prior supervisory or management experience preferred.
- Experience managing represented employees preferred.
- Applicable qualifications in plant operations (e.g., plant equipment operator, control room operator).
- Valid driver's license required.
