Performs Relay and Control functions requiring advanced electrical design of distribution substations and the selection and application of standard engineering techniques, guidelines, procedures, and standards. Works under the supervision of Supervisors and the Manager.

(E-IV) Performs Relay and Control Design functions requiring advanced electrical design of GTC transmission and basic electrical design of generator interconnection facilities. Independently develops, designs, evaluates, selects and/or applies guidelines, procedures, engineering techniques and technical standards in an economically efficient and sound engineering manner;
Exhibits full competency in most aspects of Relay & Control Design functions. Represents the Relay & Control Design functional area as an internal part of corporate teams and in corporate interfaces to Member Systems;
May represent Relay & Control with other utilities. Make most decisions on relay and control engineering problems and methods independently with instructions as to the general results expected. Receives technical guidance on unusual and/or complex projects. May be assigned to provide supervision to junior engineers on assigned work.

(E-V) Performs Relay and Control Design functions requiring advanced electrical design of GTC transmission and advanced electrical design of generator interconnection facilities. Independently develops, designs, evaluates, selects and/or applies guidelines, procedures, engineering techniques and technical standards in an economically efficient and sound engineering manner. Represents the Relay & Control Design functional area as an internal part of corporate teams and in corporate interfaces to Member Systems;
Represents Relay & Control with other utilities and organization is the electric power industry, possibly in a leading role. Independently make decisions on Relay & and Control engineering problems and methods requiring advanced techniques and methods. Consults with supervisor/manager concerning unusual/complex projects. Supervision and guidance relate to critical issues, new concepts, and policy matters. Supports the review of work products of lower-level Relay & Control Design staff.

(E-VI) Performs advanced Relay and Control Design functions requiring detailed electrical design and/or protection of all GTC transmission and generator interconnection facilities. Independently develops, designs, evaluates, selects and/or applies guidelines, procedures, engineering techniques and technical standards in an economically efficient and sound engineering manner. Assumes full responsibility for interpreting and executing assignments with instructions as to the broad general objectives and limits.

Assists in directing the growth, development and integrity of the Relay & Control Design Program. Conceives plans and conducts engineering research in areas of advance scope and complexity that uses new and innovative technologies, concepts and approaches. Supports team goals and objectives and assists with the supervision of staff by coordinating work activities and the review of technical work products.

Acts as a liaison with individuals and departments within and outside of the Corporation with responsibility of acting independently on matters pertaining to Relay & Control Design.

REQUIRED QUALIFICATIONS:

Education:

Bachelor of Science degree in Electrical Engineering.

Experience:

(E-IV) Minimum of six (6) years of experience in a power related field, (four with P.

E.) in power system environment with at least three years in system protection, relay and control design or substation testing.

(E-V) Minimum of eight (8) years of experience (six with P.

E.) in power system environment with at least four years in system protection, relay and control design or substation testing and at least two years of key leadership responsibilities.

(E-VI) Minimum of ten (10) years (eight with PE) of electric utility experience in power system engineering and design with at least six (6) years of experience in System Protection (Protective Relaying) and Control and at least three years of supervisory or key leadership responsibilities.

Knowledge of symmetrical components, Knowledge of electrical control theory, Knowledge of distribution and transmission protective relay functions, Knowledge of Computer Aided Drafting and Design (CADD), Knowledge of Microsoft products (MSWord, Excel and PowerPoint), Knowledge of RTU and communication equipment, Knowledge of DFR and SERs, Knowledge of power line carrier and pilot systems for protection engineering, Ability to design and interpret one-line, three-lines, electrical elementary, electrical connections and wiring diagrams, Effective communication and presentation skills, and Ability to travel independently.
