Position: Administrative Specialist I - Flood Control

Job Description Summary

Department – Regional Flood Control.

Job Type: Classified. Job Classification: 5754 – Administrative Specialist I. Salary Grade: 6. Pay Range: $21.12 – $28.50 per hour. The position is located in the Integrated Services Division of the Pima County Regional Flood Control District and provides administrative support that includes regulatory compliance, enforcement activities, and internal department services.

Essential Functions
  • Coordinate unit activity with other departmental sections, County departments, and outside agencies; act as an internal departmental coordinator for support activities such as personnel, purchasing, payroll, and program functions.
  • Respond to public and staff inquiries, providing information or resolving problems that require application of departmental rules and policies, or refer questions to appropriate staff.
  • Represent the unit/department on committees and working groups, and may be granted authority to commit unit/department resources to issues.
  • Coordinate, schedule, and organize unit, program, or departmental calendars and meetings.
  • Lead and participate in the preparation and processing of accounting documentation such as requisitions, purchase orders, claims, and fund transfers.
  • Create, maintain, and/or direct the maintenance of specialized databases, including inputting and retrieving data and producing complex computer‑based reports.
  • Coordinate and monitor standard departmental Intergovernmental Agreements, contracts, and other obligatory agreements with affected agencies, contractors, and service providers.
  • Research, compile, and perform initial analysis of information; prepare routine, recurring, and special reports, correspondence, memoranda, personnel forms, operations manuals, and other documents for supervisory review and approval.
  • Compile and summarize statistical and operational data; prepare periodic and special reports.
  • Compile information utilized in unit budget preparation, monitor miscellaneous expenditures, and report to supervisor on program budget activities.
  • Conduct and document confidential or sensitive inquiries for management and maintain appropriate security and confidentiality of information encountered or created.
  • Establish and maintain specialized reference files and reference materials.
Minimum Qualifications
  • Associate’s Degree from an accredited college or university in public administration, business administration, management, or a closely related field, as determined by the department head at the time of recruitment. (Relevant education and experience may be substituted.)
  • One year with Pima County as an Administrative Assistant III or a closely-related professional administrative classification.
Preferred Qualifications
  • Minimum two (2) years of experience providing administrative support for a director, division manager, or leader.
  • Minimum one (1) year of experience with electronic records organization and management.
  • Minimum two (2) years of experience with Microsoft Office Suite (Excel, Word, Power Point, Outlook, and Teams).
  • Minimum one (1) year of experience providing public‑facing customer service.
  • Experience with verbal and written communication in a professional setting.
Licenses and Certifications
  • Valid driver’s license required at time of application; valid Arizona driver's license required at time of appointment.
  • Subject to a 39‑month DOT motor vehicle record review for suitability to operate county vehicles.
  • Some positions may require certification as a Notary Public by the State of Arizona at the time of appointment or prior to completion of initial or promotional probation.
Physical/Sensory Requirements
  • Ability to bend, reach, and grasp; fine movement and hearing in noisy areas.
