Job Summary

The Procurement Department offers multiple professional, salaried positions, including two within the Materials & Services Division and one in the Design & Construction Division. These roles require strong judgment, excellent collaboration skills, and the ability to work independently with various County departments to develop effective specifications that meet their operational needs. The roles include managing the end-to-end solicitation process, drafting contract documents, and ensuring timely processing for approval and execution by the appropriate awarding authority.

The positions involve establishing and maintaining contracts (including amendments and renewals) in accordance with applicable policies, procedures, and procurement codes. The successful candidates will demonstrate a commitment to fair and ethical procurement practices, support the County’s goals for transparency and fiscal responsibility, and foster respectful, professional relationships with internal stakeholders and external suppliers.

Responsibilities
  • Plan, organize, and coordinate the development of sourcing strategies for high-value requirements.
  • Identify opportunities and evaluate and implement improvements in strategic sourcing.
  • Coordinate cross-functional teams and processes to facilitate expeditious and cost-effective procurement of materials and services.
  • Provide direction and guidance to procurement professionals and internal customers in the area of strategic sourcing.
  • Define and establish long-term objectives for the management of commodities and services.
  • Prepare complex solicitations for strategic commodities and design and construction projects.
  • Assist engineers, architects, program managers, and other professional staff in establishing technical specifications.
  • Resolve disputes between contractors, vendors, suppliers, and various county departments.
  • Manage assigned commodities, services, construction, and A&E activities.
  • Maintain appropriate security and confidentiality of information created or encountered in the course of assigned duties.
  • Evaluate procurement methods and develop procurement practices that are most advantageous concerning price, conformity to specifications, and other factors.
  • Monitor and evaluate commodity, service, and contract management program performance and effectiveness.
  • Identify acquisition problems and problem areas and develop and implement innovative solutions.
  • Research and analyze data to determine cost-effective commodity, service, and contract management strategies.
  • Compile and analyze market data and conduct economic analysis of historical buying trends to identify strategic commodities.
  • Develop metrics and measures of performance and improvements in sourcing.
  • Recommend county procurement procedures and practices that will ensure compliance with the county procurement code and Board of Supervisors Policies.
  • Coordinate investigations and reports development for vendor protests.
  • Negotiate contract terms and pricing for strategic commodities, services, and design/construction contracts.
