We are seeking a Senior Subcontracts Manager
who will be charged with significant responsibilities in negotiating subcontracts with suppliers and sub-performers, advising senior management on procurement strategy, developing solicitations and evaluating proposals, and administering subcontracts and other services agreements. This position can be based in either of our Arlington, VA;
Tucson, AZ;
Niwot, CO; or Falls Church, VA offices. This is an exempt, non-supervisory full-time position.

• Responsible for full-lifecycle management and administration of subcontracts for all company business areas in compliance with company policies, legal requirements, and prime contract requirements. Scope of subcontracting includes goods and services in support of capital needs and client-driven needs in the areas of research, development, limited rate production, and full rate production. Goods and services vary from R&D support to complex custom systems.
  
  End-clients include the U.S. Federal Government, foreign governments, and commercial clients.
• Maintains compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARs), and company Purchasing Manual Policies and Procedures. Maintains Contractor Procurement Review (CPSR)-compliant subcontracts and makes recommendations on changes to the manual as needed.
• Perform internal audits to ensure compliance and supports external audits. Updates FAR/DFARs flow downsforsubcontractsasneeded.
  
  Incollaborationwith Export Administrator ,maintainsexportcontrol compliance of subcontracting function.
• Negotiatesandawardssubcontractsandmodificationsinaccordancewith Procurement Manual. Manages subcontracts throughout execution and performs subcontract closeout duties. Maintains subcontract documentation in accordance withcompany policy.
• Serves as business advisor to Program Management throughout the subcontract life cycle. Monitors subcontractor performance in collaboration with Program Management and Production Management. Provides feedback on subcontractor performance to leadership and Program Management.
• Supports market research and collaborates with Program Managers and Contracts Managers to develop statementsofwork,specifications,evaluation criteria,and solicitations.
  
  Leadssubcontractorproposal analysisandperformcost/priceanalysesofsubcontractorproposals.
  
  Coordinatestechnicalevaluation and fact-finding with subcontractors.
• In collaboration with Procurement Manager and Manufacturing VP, adjusts subcontract policies and procedures in response to emerging needs and policies.
• Issues Purchase Orders and Subcontracts in Costpoint based on Purchase Requests.
• Additional duties, as assigned.

• Bachelor's degree and8-1
  
  Oyears of experience in subcontract management under federal prime contracts in a CPSR-compliant procurement system.
