Raytheon is seeking a Material Program Manager (MPM) to support a special program within the Air & Space Defense Systems (ASDS) strategic business unit. The MPM will work onsite in Raytheon’s Tucson, AZ location and will report directly to the Program MPM Leads with accountability to the Program Management Office.

The MPM is accountable for ensuring overall program execution of materials management including cost, schedule, quality, and supplier performance. The role demands practical experience in navigating processes, projects, and tactics, as well as financial, contracting, proposal development, and negotiation experience. Project management responsibilities include risk and opportunity management, briefing in customer forums, and cross‑functional teamwork.

Responsibilities
  • Manage the execution of processes, standards, and operational plans to support procurement strategy, including RFPs, risk and opportunities, EAC, IMS management, negotiation strategy, cost accountability, and program execution.
  • Serve as Control Account Manager (CAM) when required.
  • Identify and secure supply‑chain resources to support the capture plan and manage the supply‑chain content of the proposal pipeline.
  • Review and assess requests for proposals (RFPs) and bid packages.
  • Implement key performance indicators internally and with the supply base to ensure timely delivery to customers and adherence to the plan.
  • Work closely with Operations, Planning, and Finance functions to optimize planning and supply‑chain cycle to meet development requirements.
  • Support and engage with Integrated Project Teams (IPTs) to resolve supply‑chain issues and serve as a supply‑chain SME for other functional areas.
  • Lead projects to enhance supply‑chain performance, continuous improvement, and efficiencies.
  • Assess and mitigate risk associated with supplier agreements (delivery, quality, incentives, etc.).
  • Negotiate complex agreements and manage them throughout the contract lifecycle.
  • Set objectives and guide others on the execution and approach to achieve developmental results.
  • Explain policies, practices, and procedures and may influence others.
  • Manage and evaluate difficult scenarios that involve consideration of many variables.
  • Lead multiple complex projects simultaneously.
Qualifications – Must Have
  • A university degree (or equivalent) and a minimum of 8 years of prior relevant experience, or an advanced degree and a minimum of 5 years of experience.
  • Minimum 5 years of experience in supply‑chain or a related field.
  • Experience working with subcontracts at the proposal phase and prime‑negotiation experience.
Qualifications – Preferred
  • Prior experience as a Materials Program Manager.
  • Experience with FAR/DFAR compliance.
  • Experience supporting developmental engineering programs.
  • Project management experience.
  • Experience working with subcontracts at the proposal phase and prime‑negotiation experience.
