Position Specific Summary

The Business Operations Administrator in the City of Tucson’s Department of Planning and Development Services ensures the efficient execution of department operations. The role coordinates financial processes, operational systems, technology solutions, customer service initiatives, and cross-departmental workflows to ensure alignment with organizational goals and continuous improvement of department services. Work is performed under the supervision of the Director of Planning & Development Services.

This position exercises supervision over division personnel.

Duties and Responsibilities

Administers the daily operations of Planning and Development Services, aligning financial and operational practices with organizational goals. Supports Tucson Development Center operations, optimizing business processes, cross-departmental workflows, customer service, records management, technology solutions and public communications to improve efficiency and service delivery. Partners with department leadership and divisions to assess and improve business processes, identify opportunities for greater efficiency and consistency, and develop strategic approaches to workflows, technology, resource allocation, and service delivery that support the department’s evolving operational needs.

Coordinates the collection and compilation of department-wide performance metrics and customer feedback from supervisors and divisions to inform leadership on overall departmental performance and identify opportunities for operational improvement. Provides oversight and direction for the department’s information technology functions and staff, ensuring technology resources, systems, applications, and support services are aligned with departmental business needs, operational priorities, and service delivery goals.

Leads efforts to strengthen department-wide customer service and public information practices, developing consistent communication strategies, improving access to information, and identifying opportunities to enhance the customer experience across service channels. Reviews reports and tracks monthly budget forecasts. Reviews budget with divisional staff to ensure division-wide understanding regarding budget expenditures and improving efficiencies. Participates in procurement processes by evaluating services, products, and operational needs to recommending solutions that support cost-effective operations.

Serves as liaison with centralized City departments including Business Services, Human Resources, Procurement, Information Technology (IT), Public Safety Communications/311, Risk Management, and Facilities Management. Maintains department-wide consistency and compliance in recruiting, onboarding, and personnel processes and aligns departmental operations with citywide administrative policies. Manages assigned professional staff, including reviewing timecards, managing schedules, completing performance evaluations, facilitating access to resources and training, and organizing and coordinating departmental projects.

Conducts quality assurance reviews of operational records, reports, and documentation for clarity, accuracy, and consistency, and assists staff with complex or escalated operational issues to ensure effective service delivery and resolution. Performs other related duties as assigned. All duties and responsibilities listed are subject to change.

Minimum Qualifications

Education Bachelor's degree

Experience Five (5) years of relevant experience

Equivalency Any combination of relevant education and experience may be substituted on a year-for-year basis.

License/Certifications Preferred Qualifications License: A valid and unrestricted driver’s license with two (2) years of licensed driving is required. Any combination of relevant education and experience may be substituted on a year-for-year basis.

Preferred Qualifications
  • Master’s degree Business Administration, Public Administration or a related field.
  • Experience in project management, analytical, and organizational functions.
  • Experience in interpersonal relations, communication, and leadership.
  • Three years or more of supervisory experience.
