Regulatory Compliance Specialist
Overview
This position will serve as a Construction Quality Assurance (QA) Representative responsible for assisting Customs and Border Protection (CBP) in the execution of construction along the United States borders. The QA representative must have experience in construction oversight, controlling, and closing of projects, and a background in construction management. The role requires strong communication skills, innovative problem‑solving abilities, and the ability to deliver creative solutions.
This is a full‑time, temporary position lasting 12–36 months located in Tucson, AZ.
- Maintain day‑to‑day surveillance over field engineering activities for major military construction projects.
- Provide expertise and guidance on safety and quality assurance, ensuring adherence to safety regulations.
- Review contractor's proposed schedules for logic, adequacy, and practicability to meet milestones.
- Review contractor's payment estimate submittals, progress measurement data, and reports of materials and equipment used.
- Prepare daily activity reports, including instructions to contractor representative and details of pay items, weather conditions, progress, reasons for delay, and any unusual problems.
- Ensure compliance with environmental Best Management Practices per the contract.
- Support project outreach efforts as required.
- Assist the construction oversight manager and Government COR/Project Manager as directed.
- Analyze problems and interpret plan and specification requirements.
- Monitor the layout of work and inspect all work in progress.
- 3+ years of relevant work experience;
Bachelor's degree preferred. - 3+ years of construction oversight experience, including surveillance, monitoring, and controlling construction, with a focus on horizontal construction if possible. Experience should include reviewing technical data for progress reports, preparing data for pay estimate processing, and enforcing construction industry and safety standards.
- One or more of the following certifications are highly preferred: OSHA 30 Construction, Mobile Elevated Work Platform (MEWP), Construction Quality Management (CQM), EM 385-1-1.
- Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint, SharePoint).
- Proficiency with project management software (Procore, Autodesk, etc.) preferred.
- Ability to communicate clearly with a variety of stakeholders.
- Strong oral and written communication skills.
- Proven problem‑solving ability.
- Team player who maintains a positive attitude in a dynamic environment.
- Experience managing multiple projects with independent schedules and budgets simultaneously.
- Willingness to travel between job sites, if requested, and work flexible hours.
$90,000.00 – $ annually (annualized). Individual salaries are determined by location, internal equity, business considerations, client contract requirements, and candidate qualifications.
Background investigation required, including criminal history, driving record, educational verifications, and other relevant checks. Only U.S. citizens are eligible for a security clearance.
