Job Summary

This position is responsible for efficient management of highway construction projects. It administers highway construction contracts, determines acceptability of materials furnished and work performed, and ensures compliance with State and Federal requirements. It administers ITS and highway construction contracts, documents contract supplemental agreements, with approval authority up to $200,000, and can suspend contract work. The candidate participates and represents ADOT in various meetings, conferences, and seminars, and ensures that ADOT, consultants, and contract employees comply with all applicable safety and environmental standards.

It supervises field office staff, including project supervisors, team leaders, field inspectors, office technicians and consultants, and handles hiring, scheduling, training, performance appraisals, counseling, promotions, and other personnel actions, including disciplinary actions. It manages field office budget, vehicle fleet, information technology equipment, fixed assets and expendables, and models ADOT values through leading, coaching and developing problem solvers to implement and sustain a continuous improvement culture.

Job Duties
  • Evaluate progress of highway construction projects and review material sampling, testing, project inspection, and contract payments.
  • Confer with internal and external agencies to resolve conflicts at the lowest level possible, escalating as needed.
  • Write, track and implement contract supplemental agreements as needed.
  • Ensure contractors comply with all applicable safety and environmental standards.
  • Research, analyze, interpret and recommend changes to, and implement highway construction standards and procedures.
  • Participate and represent the field office, district, division at ADOT meetings, conferences, seminars, and other presentation, problem‑solving and decision‑making sessions.
  • Supervise field office staff, including hiring, performance appraisals, counseling, promotions and other personnel actions, including disciplinary actions.
  • Schedule training, work assignments and enforce safety.
  • Manage field office budget, vehicle fleet, information technology equipment, other fixed assets and expendables.
  • Other duties as assigned related to the position.
Knowledge, Skills & Abilities (KSAs)
  • Principles and practices of civil engineering applied to construction of the state highway system.
  • Federal, State, ADOT and relevant local standards pertaining to highway construction, environmental protection, public relations, safety, personnel supervision, procurement, vehicle operation and fixed‑asset management.
  • Fiber optic and communication networks, installation, inspection, testing and/or traffic management systems.
  • Google Platform.
Skills
  • Research, analysis and interpretation of a wide range of highly technical highway construction standards and procedures.
  • Development and implementation of appropriate field office priorities and procedures related to highway construction material sampling, testing, project inspection and contract administration.
  • Verbal and written communication in fluent English.
  • Work management and leadership.
