Summary:

The Environmental Program Coordinator position at the City of Tucson’s General Services department ensures regulatory compliance with regard to spill prevention, stormwater management, industrial wastewater, air quality, hazardous material management, and hazardous waste and used materials management. The position also oversees environmental due diligence during property acquisition, Phase II Environmental Site Assessments and remedial actions. In addition, the Environmental Program Coordinator manages environmental data and reports, monitors changes in federal, state and local environmental regulations, and manages the City’s Brownfields Program.

Work is performed under the supervision of the Deputy Director General Services. This position does not supervise.

Duties and Responsibilities:

Performs technical level work related to environmental regulatory requirements to establish operating permits for stormwater management, industrial wastewater management, and air quality. Prepares regulatory plans, permit applications and reports for submittal and approval by regulatory agencies. Evaluates operations to ensure environmental regulatory compliance with permit requirements and implements standard procedures as needed.

Ensures compliance and accurate reporting for federal laws and regulations governing environmental protections including Section 312 of the Emergency Planning and Community Right-to-Know Act, the Resource Conservation and Recovery Act (RCRA), and Section 311 of the Clean Water Act.

Contracts and manages consultants to meet regulatory compliance with Environmental Due Diligence including Phase I and Phase II Environmental Site Assessments during property acquisitions or property improvements.

Contracts and manages consultants during remedial actions on City-owned sites. Enrolls contaminated sites into the Arizona Department of Environmental Quality (ADEQ) Voluntary Remediation Program (VRP) when appropriate, and consults with the VRP during remedial feasibility studies, remedial planning, and remedial actions. Participates and potentially presents environmental information during public outreach events. Coordinates with the ADEQ Water Quality Assurance Revolving Loan Fund as needed.

Oversees projects and consultants to meet regulatory compliance schedules, recordkeeping and reporting requirements. Contracts and manages consultants and Reviews work done by consultants during underground storage tank or above ground storage tank closures.

Identifies new or changing water, stormwater, wastewater, soil, air, solid waste and hazardous materials management operations regulatory requirements by tracking new or updated regulations.

Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors.

Manages the City’s Brownfields Program and performs public outreach regarding Brownfields funding opportunities.

Performs all other duties and tasks as assigned.

Working conditions as follows:

Work schedule may require early morning, late evenings, weekends, holidays, overtime and on-call shifts.

Often works under the following conditions:
Indoor and outdoor work with exposure to related field environmental sampling, monitoring and inspection requirements.
