Public Health Program Coordinator

This position reports to the Public Health Emergency Preparedness (PHEP) Senior Manager and is a key member of a dynamic Public Health Emergency Preparedness team. The Emergency Preparedness Communications Coordinator plays a critical role in enhancing emergency preparedness by developing, implementing, and maintaining emergency communication and coordination systems. Key responsibilities include administering the virtual Health Emergency Operations Center (HEOC), managing standardized Microsoft Teams and SharePoint incident libraries, and co-administering the on-call schedule within the department's personnel and training platform.

During emergency activations, the Emergency Preparedness Communications Coordinator serves as the Communications Lead by coordinating response calls and virtual meetings, documenting command decisions, and distributing approved Situation Reports (SITREPs), Incident Action Plans (IAPs), and operational updates to internal staff and public health, healthcare, and community partners through the County's emergency notification platform.

This position collaborates closely with Training and Exercise, Planning, Logistics, Volunteer, and Program teams, as well as the Office of Emergency Management and local, state, federal, and community partners to support effective emergency preparedness and response efforts.

  • Coordinates program activities, timelines, and resources to ensure efficient execution;
  • Collaborates with program managers to develop and maintain project plans and work closely to meet program goals and objectives;
  • Tracks program progress, milestones, and deliverables, including grant contracts;
  • Collects, organizes, and analyzes data related to program performance, outcomes, and impact;
  • Assists in developing data collection tools, surveys, and assessment instruments;
  • Supports community outreach efforts and participates in public health education and awareness activities;
  • Leads community engagement efforts, including outreach, needs assessments, and partnership development;
  • Assists in budget management, expense tracking, and procurement activities;
  • Identifies areas for program improvement and assists in implementing corrective actions;
  • May supervise support staff and execute performance plans and individual development plans.

Minimum Qualifications:

Bachelor's degree from an accredited college or university with a major in business administration, public administration, public health, healthcare administration or a related field as determined by the department head at the time of recruitment AND two years of experience coordinating, monitoring, and/or administering public health program activities or providing administrative support for a program or specialized work unit. (Relevant professional level experience and/or education from an accredited college or university may be substituted.)

OR:
Four years of experience with Pima County in Public Health Policy Analyst I, Public Health Educator I or II, Public Health Navigator, Public Health Program Specialist or related professional administrative or public health program classifications as determined by the department head at the time of recruitment.

  • Minimum one (1) year experience in preparedness, emergency management, or emergency operations communications.
  • Experience administering emergency notification systems and maintaining contact validation programs.
  • Experience with/knowledge of incident management processes and ICS documentation practices.
  • Experience with/knowledge of Microsoft Office Suite (Teams, SharePoint, Outlook, Word, Excel, PowerPoint) and experience administering collaboration spaces and shared libraries.
