Job Summary

Under the guidance of the Public Health Director, the Public Health Manager for Maternal and Child Health (MCH) leads the design, implementation, and evaluation of culturally responsive health programs serving tribal mothers, infants, and children. This role ensures alignment with tribal health priorities, grant requirements, and community needs, while promoting holistic wellness and equity across generations.

Principle Duties and Responsibilities Program Leadership & Development
  • Design and manage MCH programs focused on prenatal care, early childhood development, nutrition, and family support.
  • Integrate traditional healing practices and community voice into service delivery models.
  • Develop strategic plans and policies that reflect tribal values and public health best practices.
Community Engagement & Collaboration
  • Build strong relationships with tribal departments, community organizations, and interagency partners.
  • Facilitate outreach initiatives and educational campaigns to promote maternal and child health.
  • Represent the MCH program in tribal health boards, provider networks, and community forums.
Administrative & Financial Oversight
  • Oversee program budgets, including planning, monitoring, and reporting expenditures in compliance with tribal, state, and federal guidelines.
  • Manage grant funding and ensure timely submission of financial reports and renewal applications.
  • Prepare reports, grant applications, and policy documents to support program sustainability and growth.
  • Coordinate procurement, contracts, and vendor relationships for program‑related services and supplies.
  • Supervise staff and ensure efficient operations, documentation, and record keeping.
Staff Supervision & Capacity Building
  • Supervise MCH program staff, ensuring efficient operations, training, performance reviews, record keeping, and adherence to culturally competent standards of care.
  • Support professional development and capacity building for team members and community health workers.
Data & Evaluation
  • Collect and analyze health data to identify gaps, barriers, and opportunities for improvement.
  • Lead continuous quality improvement efforts and ensure data‑informed decision‑making.
  • Report outcomes to tribal leadership and funding agencies.
Knowledge, Skills, and Abilities
  • Principles and practices of maternal and child health, including prenatal care, early childhood development, nutrition, and family support services.
  • Tribal health systems, sovereignty, and culturally responsive care models, including integration of traditional healing practices.
  • Public health program planning, implementation, and evaluation methodologies.
  • Federal, state, and tribal regulations governing public health, maternal and child health services, and grant‑funded programs.
  • Budget development and financial management, including tracking expenditures, preparing financial reports, and ensuring compliance with funding requirements.
  • Grant writing and administration, including proposal development, reporting, and renewal processes.
  • Community engagement strategies, including outreach, education, and partnership building with tribal communities and stakeholders.
  • Data collection and analysis for program evaluation, quality improvement, and reporting outcomes.
  • Personnel management, including supervision, training, and performance evaluation of public health staff.
  • Health equity and trauma‑informed care principles, especially as they apply to Indigenous populations.
  • Yaqui culture, customs, resources, traditions, and/or willingness to learn.
Skills and Abilities
  • Work effectively under pressure.

  • Ability to follow verbal and written instructions.
  • Experience with tribal health systems and community‑based treatment models.
  • Familiarity with federal and tribal health funding mechanisms (e.g., HRSA, IHS).
  • Ability to navigate interdepartmental collaboration and cross‑sector partnerships and interpersonal skills as applied to interaction with co‑workers, supervisor, management, Council members, and the public.
