Manager- Digital Program Lead- TS clearance

Position Overview

Digital Program Lead (DPL) – Air & Space Defense Systems (ASDS) Strategic Business Unit (SBU). Based in Tucson, AZ; on‑site 5 days per week; relocation available.

• Serve as DT touchpoint for SBU Leadership, Program Management, and SSBU Directors; act as strategic partner and escalation point.
• Develop and execute a strategic DT roadmap focused on streamlining opportunities and managing scope, cost, and schedule.
• Lead cross‑functional collaboration and root‑cause analysis to solve complex DT program challenges.
• Manage key performance metrics, financials, EVMS, and staffing; provide status reports and operations reviews.
• Partner with engineering and proposal teams to capture requirements, create executable plans, and ensure effective program support across functions.
• Oversee Program Annual Operating Plan (AOP), track capital and expense spending, ensure compliance with security and infrastructure regulations (DFARS, CMMC, RMF, JSIG).
• Direct and manage DT personnel, resources, and third‑party collaborations; advance Agile initiatives and streamline procurement and technical solutions.

• Agile Scrum Master, Product Owner, or Product Manager experience; PMP/PMX/CMX certification.
• Project management, risk/opportunity analysis, cost analysis (CAM), performance tracking across complex programs.
• Understanding of software development, systems integration, Dev Sec Ops , continuous improvement, and testing processes.
• Strong leadership and motivation skills; influencing senior stakeholders.
• Excellent communication, business case analysis, ROI modeling, contract/SOW negotiation, stakeholder engagement.
