Chief Information Officer – Job Description JOB VACANCY ANNOUNCEMENT

This class is the sixth of six levels in the Information Technology Branch. Incumbent manages and directs the activities of all information technology departments to ensure that technology objectives deliver measurable value for the organization, ensure operational efficiency, and align technology initiatives with organizational goals.
The Chief Information Officer (CIO) serves as a senior key executive leader, responsible for overseeing the Information Technology Branch. This role is responsible for the strategic vision, implementation and management of IT operations to support mission and vision of providing services to NHA and its customers. The CIO provides directs, manages, and supervises four critical departments under the Information Technology Branch;
Computer Support Services, Cyber Security, Network Support, and ERP Support. The primary focus is to improve and enhance service delivery to the Navajo Housing Authority.

Essential Duties- Develop and execute IT strategic plans focusing on automating processes, modernizing systems, fostering accountability within the IT Departments to improve IT support and performance. Establish long term goals for IT infrastructure, digital transformation, and innovation to improve efficiency and service delivery. Provide reports to leadership on IT performance, project status, and future planning.
- Oversee and maintain reliable technology in line with overall business objectives. Provides direct oversight of Computer Support Services, Cyber Security, network infrastructure and ERP Systems. Develop quality control and assurance as a continued, embedded discipline into the IT architecture governance, execute disaster recovery plan and business continuity protocols to minimize downtime and maintain data security.
- Ensure IT initiatives comply with the Native American Housing Assistance and Self-Determination Act (NAHASDA) regulations, federal HUD standards, and Navajo Nation laws; ensure strict compliance and regulatory requirements in technology regulations and mandates.
- Develop standardized QA/QC frameworks, IT policies for operational excellence which should include, but not limited to cyber and data security, retention of data, and ensure compliance with legal and regulatory compliance, regulations, and mandates.
- Administer the IT branch budget and lead the procurement process for software licensing, hardware, and enterprise technology solutions.
- Ensure training, professional development and/or applicable certifications for IT staff.
- Performs other duties of a similar nature or level and as assigned.
- Master’s degree in information technology, computer science, business administration, or a related field; five years of progressively responsible IT Management experience; must have some supervisory or leadership skills. Preferred experience in managing complex ERP system and cross functional technical team, demonstrated success in managing and implementing business software, leading or supporting organization technology improvements, digital transformation efforts or system modernization initiatives preferred, but not required.

- Understanding of the geographical and connectivity challenges within the Navajo Nation, including barriers to internet and intranet access
- Commitment to the mission of NHA, with a positive attitude and collaborative approach
- Strong leadership skills with the ability to guide, support, and develop high-performing IT teams
- Ability to plan and manage technology strategies aligned with NHA’s mission and goals
- Experience implementing enterprise-wide systems and leading complex IT projects on time and within budget
