Responsibilities
  • Owns the long‑term strategy for Supply Chain and Operations activities for multiple small to medium sized IRAD and Capital programs.
  • Manages execution of processes, standards, and operational plans in support of procurement strategy, including RFPs, Rs&Os, EAC, IMS management, negotiation strategy, cost accountability, and program execution.
  • Reviews and assesses request for proposals (RFP) and bid packages.
  • Implements key performance indicators internally and with the supply base to ensure timely delivery to customers.
  • Works closely with Operations, Planning, and Finance functions to optimize the planning and supply chain cycle to meet development requirements.
  • Supports and engages with various Integrated Project Teams (IPTs) to resolve supply chain issues and serves as supply chain SME for other functional areas.
  • Leads CORE projects to enhance Supply Chain performance and continuous improvement.
  • Supports OSC lead for internal and external audits of material and cost.
  • Sets objectives and guides others on execution/approach for achievement of developmental program results.
  • Manages a team of professionals, explaining policies, practices, and procedures and influencing others.
  • Solves difficult problems that require consideration of multiple variables and risk‑based decisions.
  • Leads multiple complex projects simultaneously.
  • Performs any other reasonable duties as required.
Qualifications
  • Typical requirement:
    University degree or equivalent experience with a minimum of 10 years of relevant experience, or an advanced degree in a related field with a minimum of 7 years’ experience.
  • Experience with supply chain, vendor management, risk assessment/mitigation, and performance management.
  • ERP experience, especially SAP, highly preferred.
  • Proposal experience and familiarity with FAR.
  • Active and transferable Top Secret U.S. government‑issued security clearance required prior to start date.
  • U.S. citizenship required, as only U.S. citizens are eligible for a security clearance.
  • Preferred:
    Experience as a Materials Program Manager, managing employees, working in a matrix organization, and multi‑site leadership.
  • Preferred:
    Degree in Business, Supply Chain, Engineering, or a related subject.
  • Strong organizational and analytical skills, ability to work independently and prioritize duties with minimal supervision to meet deadlines.
  • Project management experience is a strong plus.
