The Supply Chain Program Manager (SCPM) is responsible for leading all outsourced material-related activities supporting marine or aerospace hydraulic programs. This role serves as the liaison between Program Management, Engineering, Operations, Procurement, Planning, and key suppliers to ensure material availability, cost, supplier schedule adherence, and risk mitigation across the product lifecycle.

Position Summary

The Supply Chain Program Manager (SCPM) is responsible for leading all outsourced material-related activities supporting marine or aerospace hydraulic programs. This role serves as the liaison between Program Management, Engineering, Operations, Procurement, Planning, and key suppliers to ensure material availability, cost, supplier schedule adherence, and risk mitigation across the product lifecycle.

The SCPM drives supply chain execution for outsourced complex hydraulic components to support production requirements

Key Responsibilities
  • Own material budgets, risk identification, mitigation planning, and execution across assigned programs
  • Provide regular risk assessments and executive-level reporting on material availability, supplier performance, and schedule exposure
  • Quantify impacts of supplier disruptions on cost, schedule, and customer commitments
  • Lead cross-functional teams in resolving critical shortages and expediting actions
  • Support customer reviews and program management discussions regarding supply chain readiness and risk mitigation plans
  • Drive continuous improvement initiatives that enhance supply chain resilience and reduce dependency on high-risk suppliers.
  • Establish early-warning indicators and escalation processes to improve visibility of potential supply interruptions
  • Develop and execute comprehensive material strategies that ensure continuity of supply for assigned programs
  • Identify, assess, and mitigate supplier risks related to capacity, financial stability, geographic concentration, geopolitical events, regulatory changes, and single/sole-source dependencies
  • Establish and maintain risk registers for critical commodities, suppliers, and long-lead materials
  • Lead cross-functional risk reviews and escalation processes for supply chain disruptions and material shortages
  • Develop contingency plans, alternate sourcing strategies, inventory buffers, and supplier recovery actions to minimize program impact
  • Partner with Strategic Sourcing to qualify secondary suppliers and strengthen supply chain resilience
  • Lead material readiness reviews to ensure procurement activities support production schedules, customer commitments, and contractual milestones.
  • Coordinate supply chain recovery plans during supplier disruptions, labor shortages, transportation issues, and raw material constraints.
  • Support make-versus-buy decisions, strategic inventory positioning, and supplier footprint optimization initiatives.
  • Collaborate with Engineering, Operations, and Quality teams to resolve material-related issues and support regulatory audits when required.
Qualifications Education
  • Bachelor's degree in Supply Chain Management, Business, Engineering, Operations Management, or a related field.
  • MBA or advanced technical degree preferred
Experience
  • 5+ years of experience in Program Management, Material Management, Supply Chain, Planning, or Procurement
  • Experience managing material requirements for engineered products and regulated industries
  • Proven success leading cross-functional teams and supplier relationships.
Preferred Experience
  • Experience with precision machining, hydraulic valves, actuators, pumps, manifolds, and fluid power systems
  • Subcontracting experience in a government regulated environment; understanding of CPSR requirements
  • Expertise in Sales, Inventory & Operations Planning (SIOP)
Knowledge, Skills, And Abilities
  • Strong understanding of supply chain management, material planning, procurement, and inventory control in a government contracting environment
  • Experience managing sole-source suppliers, long-lead components, and constrained commodities.
