JOB PURPOSE: The Research and Grants Manager assists the Director of Research and Grants in overseeing internal and external research collaborations. They provide support to the Director of Research and Grants in coordination and support of government funded grants and subawards from local, state, and federal sources. The Research and Grants Manager is responsible for research oversight of ongoing research projects, leading the onboarding process for new research partnerships.
The primary goal of the El Rio Health Research and Grants Manager is to support El Rio’s Mission of providing comprehensive, quality health care that is affordable and accessible to all who may have healthcare needs, by successfully performing the primary essential functions.
Job Functions:
- Assists in the direction and oversight of the planning, coordination, implementations, and evaluations of all research activities and functions for El Rio Health
- Ensures that all research goals and objectives specified for each project are successfully accomplished to the highest level possible and in accordance with the established and approved research parameters, priorities, timelines, budget, and deliverables.
- Collaborates with the Quality department to ensure all necessary business associate agreements, memorandums of understanding, and data use agreements are completed, when appropriate, for research projects and collaborations.
- Collaborates and communicates with external Institutional Review Boards (IRBs) to ensure all necessary research approvals are in place before the commencement of research projects.
- Conducts both internal scheduled and ad hoc audits of research records to ensure compliance with all organizational requirements, regulations, and standards.
- Assists and supports completion of internal and external audits conducted by El Rio departments, governing agencies, or supporting organizations.
- Ensures that the research program maintains all necessary confidentiality standards.
- Leads and participates in the long and short-term strategic research planning and research program development and implementation with Senior Leadership.
- Identifies, evaluates, and manages risks and challenges presented or inherent in research programs and research operations.
- Coordinates and supports the evaluation and monitoring of research activities and/or grant-funded programs and assists in the writing of specifications for evaluation or monitoring of research programs/projects.
- Gains and maintains a comprehensive understanding and proficient ability to ensure full compliance with all research regulations, standards, or requirements for local, state, and Federal laws; as well as all standards and requirements for internal/external grants or funding sources.
- Supervises and/or completes the research, generation, and distribution of complex reports and/or summary information, as assigned or requested to all internal/external clients/representatives /stakeholders.
- Assists in the prompt and accurate reporting of program services by gathering, consolidating, and formatting data for required internal and external monthly, quarterly, and annual reporting to funders; monitoring accuracy and timeliness of input from program personnel; liaise with Director, other agency departments and personnel, and local, state, national and federal public, and private agencies.
- Monitors compliance with all applicable federal, state/local grants and any subcontracts related to those grants by reviewing guidelines, award conditions and prior audits to determine service, documentation, and reporting expectations of all government grant funding sources.
- Assists the Director in assessing program practices, protocols, policies, and procedures to determine appropriateness of current activities and potential grant/research opportunities.
- Maintains a matrix of grants compliance assessment instruments and prepares periodic status reports for the President/Chief Executive Officer, VP/Chief Compliance and Risk Officer and the Corporate Compliance Committee of the Board.
- Maintains a matrix of research projects and compliance assessments and prepares periodic status reports, as requested by Senior Leadership.
- Acts as the independent lead point of contact on several local and community grants, providing oversight and management of those grants and all reporting requirements.
- Ensures that all Title X and WWHC assigned staff members are properly trained; communicates with all staff members regarding individual or team performance; coordinates meetings with staff members on any performance discipline related discussions or actions; and conducts and completes all assigned performance appraisals in a timely manner.
