Utilizes Workday and Open Gov to review procurement documents, assign requisitions, and support contracting activities. Assists the Procurement Administrator with drafting policies and procedures, researching federal, state, and local laws and grant requirements to ensure compliance, preparing for and participating in procurement audits, and supporting strategic planning efforts. Contributes to sustaining and executing the mission and vision of the Business Services Department.
* Supervises staff across one or more locations by providing leadership, guidance, coordination, support, and ongoing training and development. Assigns tasks, manages workloads, and resolves daily operational issues while fostering a productive and collaborative work environment. Establishes performance standards; assesses, counsels, and evaluates employee performance; addresses performance issues; and resolves conflict as needed. Approves employee leave requests and timecards, ensuring accuracy and compliance with timekeeping requirements.
Provides direction to staff on the proper application of procurement laws, policies, procedures, and best practices, facilitates meetings to address procurement-related challenges, and attends meetings to provide oversight of the contracting team.
* Trains new Procurement employees on applicable policies and procedures and leads organization-wide training for City staff on procurement policies, processes, and procurement software systems. Provides presentations and guidance at meetings and events to advise internal and external stakeholders on procurement requirements. Serves as a liaison and subject matter expert to City leadership and departments, offering direction on the application of procurement laws, policies, procedures, and best practices.
Trains and provides guidance to external vendors on how to do business with the City of Tucson, including conducting vendor debriefings following contract awards. Monitors and counsels departments regarding potential procurement policy violations, facilitates meetings to resolve procurement-related challenges, assists other procurement agencies seeking to piggyback on City contracts, and fulfills public records requests.
* Conducts the most complex, critical, and high-profile solicitations for the City. Facilitates dispute resolution between contractors and city departments, including formal protests hearings, contract claim negotiations and settlements and mediating to resolve vendor performance issues.
* Performs other duties and tasks as assigned. Conducts research on current developments and practices in procurement, including any applicable changes to rules and regulations that govern procurement practices. Participates in and contributes to professional associations for the public procurement profession. Pursues professional development opportunities and maintains professional certifications. Serves as a Safety Management Liaison for Risk Management Division. Represents the City’s Procurement Division with external stakeholder groups such as Chambers of Commerce, Builders’ Associations, etc.
Leads and coordinates the efforts of the Procurement staff to implement new software systems (I.e., Workday, Open Gov Procurement, HxGN Enterprise Asset Management System, etc.)
