The Community Services Grants Manager position at the City of Tucson's Department of Housing & Community Development (HCD) is primarily responsible for planning, directing, and coordinating the Department's grant operations to ensure that all grants are managed effectively, in compliance, and consistently. The position will oversee Department staff to monitor the full grant lifecycle for all HCD's grants from planning and identifying grant opportunities, coordinating and submitting grant applications, ensuring reporting is completed timely, and grants are closed out according to grantor regulations.

Management of HCD's grant operations is critical to the delivery of HCD's social service programs and community outreach.

The Community Services Grant Manager's work is performed under the supervision of the Business Operations Administrator. This position exercises supervision over the HCD Business Analyst.

Duties and Responsibilities
  • Manages the identification and evaluation of grant and philanthropic opportunities from federal, state and other sources and leverages HCD resources to draft grant proposals, develop grant budgets and submit competitive grant applications in accordance with the City's Administrative Directives.
  • Plans, directs, coordinates, and monitors the financial activities of HCD's grant portfolio to ensure that costs charged to grants are reasonable, allowable and allocable in accordance with the requirements provided by the grantor and best practices.
  • Manages HCD's active grants operations through all the stages of the grant lifecycle from pre-award activities to closeout.
  • Evaluates grant regulations to ensure program compliance, continuity and goals through performing research and responding to inquiries providing written reports and correspondence documenting the results of those inquiries.
  • Establishes and maintains relationships with external stakeholders such as funders and agency partners to meet community and program needs and oversees partner agency subaward compliance and monitoring.
  • Supervises, recruits, and mentors staff, providing guidance, training, and professional development opportunities. Fosters a collaborative and high-performance work environment. Conducts performance evaluations and supports staff in achieving their professional goals.
  • Maintains records of grant applications, awards, and milestones prepares materials for Mayor and Council consideration and public dissemination.
  • Performs other duties and tasks as assigned.

Minimum Qualifications

Three (3) years of relevant experience

Equivalency

Any combination of relevant education and experience may be substituted on a year-for-year basis.

Preferred Qualifications

Preferred qualifications:

A Master's Degree in accounting, business, communications, public administration, planning, public health, or a closely related field. Supervision experience in federal, state or local government and/or entities delivering community services. Professional experience writing grant proposals and developing grant budgets. Professional experience managing and reporting on grant outcomes. Professional experience analyzing and reporting on grant financial data including budget to actual analytics and review for allowable costs.

Strong research, writing and communication skills. Proven background in the regulatory framework of federal, state, and/or private grant funding in order help ensure HCD's grants are implemented effectively and executed compliantly.
