The Sonoran Land Resources Project Management Team is seeking an experienced Right-of-Way (ROW) Project Manager to lead and support complex utility and infrastructure projects.
This position will be responsible for managing projects from initial due diligence and project planning through application, review, acquisition, and closeout. Working under the guidance and support of senior project leadership, the Project Manager will serve as a primary point of coordination among clients, Tribal Nations, project teams, consultants, and other federal, state, and local agencies.
This is an excellent opportunity for an experienced Project Manager interested in leading complex projects and developing solutions that balance client objectives, regulatory requirements, landowner interests, and Tribal processes.
Essential Functions:- Manage multiple ROW projects with responsibility for scope, schedule, priorities, deliverables, and overall project coordination.
- Develop and maintain project work plans, schedules, trackers, budgets/cost estimates, and status reports.
- Serve as a primary client contact and communicate project status, ROW requirements, risks, agency coordination, and outstanding action items.
- Lead and coordinate ROW Analysts, Agents, consultants, and multidisciplinary project teams to ensure accurate and timely completion of deliverables.
- Identify ROW, land ownership, regulatory, permitting, and stakeholder issues and develop strategies for resolution.
- Facilitate project meetings and maintain accurate project documentation, correspondence, databases, and tracking systems.
- Lead and oversee ROW activities involving Tribal, allotted, trust, federal, and fee lands, including due diligence, existing ROW research, and determination of required land authorizations.
- Coordinate directly with Tribal Nations, Tribal Realty/ROW Departments, BIA, allottees, and other agencies throughout the ROW process.
- Develop, submit, and track Tribal and BIA ROW applications and supporting documentation in accordance with applicable Tribal requirements and 25 CFR Part 169.
- Request, review, and coordinate Title Status Reports (TSRs), Permissions to Survey (PTS), land ownership documentation, surveys, legal descriptions, ROW plats, and other project documentation.
- Coordinate ROW requirements involving appraisals/valuations, compensation, bonds, consents, grants, and other land authorization requirements.
- Review engineering, survey, GIS, environmental, and cultural resource information to identify ROW impacts and ensure requirements are coordinated across project disciplines.
- Track agency and Tribal reviews, respond to comments and information requests, and proactively address issues affecting ROW approvals and project schedules.
- Lead and support community and landowner outreach, negotiations, compensation discussions, consent to ROWs, and associated documentation.
- Plan, coordinate, and participate in Tribal community engagement, public meetings, and other outreach activities required by project scope.
- Maintain accurate ownership, outreach, negotiation, consent, and communication records.
- Build and maintain professional working relationships with Tribal representatives, landowners, community members, clients, agencies, and project stakeholders.
- Coordinate ROW activities with environmental, cultural resources/archaeology, survey, engineering, GIS/mapping, appraisal/valuation, legal, construction, and other project disciplines to support project schedules, regulatory requirements, and successful project delivery.
Qualifications:
- Demonstrated experience managing ROW projects involving Tribal lands preferred.
- Working knowledge of Tribal and BIA ROW processes and requirements.
- Proficient in interpreting engineering drawings, land surveys, legal descriptions, ROW plats, and related project documentation.
- Practical knowledge of land title, ownership, and Title Status Reports (TSRs).
- Strong project management and organizational skills with the ability to manage multiple projects, priorities, schedules, and deadlines.
