Position SpecificSummary:
The Facilities Administrator position at the City of Tucson’s General Services Department oversees the Facilities and Communications Maintenance (FCM) division. This position plans, organizes, budgets, and ensures maintenance of various City of Tucson buildings, as well as the City’s communication systems and components including radio units and transmitter and receiver sites. Work is performed under the supervision of Director of General Services.
This position exercises supervision over the Facilities and Communications Maintenance Division.
- Ensures efficient staffing levels and department needs are met by overseeing the hiring, training, and management of the FCM division.
- Establishes performance expectations, goals, and metrics for division personnel, conducting performance evaluations and providing feedback as necessary.
- Assists with issuing corrective and disciplinary actions as needed.
- Provides leadership, accountability, and direction required to ensure efficient and effective management of critical maintenance and support of buildings and communication systems.
- Promotes a safe and healthy work environment by implementing and enforcing safety policies and ensuring a prompt response to address hazards or unsafe practices.
- Collaborates with department executive leadership to communicate personnel issues, long-term planning, and strategic planning.
- Reviews, approves, and oversees timecards, time off requests, and personnel actions for the division.
- Develops and implements preventative maintenance programs and response plans for facilities and building system repairs.
- Oversees work order system for scheduled maintenance and repairs and utilizes data reports to evaluate response time, workload distribution, and system operational functions.
- Oversee the inspection of buildings, ensuring the completion of a Facility Condition Assessment (FCA) by personnel and compliance with local, state, and federal regulations, including safety codes and environmental standards.
- Meets with external customers including vendors and contractors for complex or escalated issues to ensure work is being completed in compliance with City of Tucson guidelines, codes, and ordinances.
- Develops and implements a strategic Facilities Asset Life Cycle Management Program to minimize unexpected repairs, reduce costs, and optimize maintenance schedules and operations.
- Assists with the development and implementation of the department’s strategic plan to support division and the city goals and objectives.
- Develop strategic partnerships and contacts with community representatives, Mayor and Council, external agencies, and other organizations to develop a sense of relevant issues facing the community and respond as a representative of the city.
- Develops and implements contingency plans for facilities and communication systems operations during emergencies.
- Collaborates with department stakeholders to develop the annual operating and capital budgets for the division, considering factors such as operational needs, projects, maintenance requirements, and regulatory compliance.
- Prepares, administers, and monitors approved budgets, controlling expenditures in accordance with budget appropriations, as directed.
- Reconcile program budgets with the Business Services Department to ensure accurate tracking and budget management.
- Prepares funding proposals to sustain and increase program impact.
- Analyzes divisions finances and identifies opportunities for cost savings, efficiency improvements, and revenue enhancements within the division.
- Performs all other duties and tasks assigned.
- Work schedule may include early mornings, nights, weekends, and holidays.
- Often works under the following conditions:

- Education Bachelor's degree
- Experience Five (5) years of relevant experience
- Equivalency Any combination of relevant education and experience may be substituted on a year-for-year basis.
A valid and unrestricted driver’s license with two (2) years of licensed driving is required - Various
