The Quality Control Manager (QCM) in the federal construction industry is responsible for overseeing and ensuring the quality of construction projects in compliance with all contractual standards. This position requires strong knowledge of federal construction standards, safety regulations, and industry best practices, as well as the ability to lead a team, communicate effectively with stakeholders, and ensure that all project deliverables meet or exceed established quality benchmarks.

The QCM plays a critical role in the successful execution and completion of federal construction projects.

This position will report to the project site at Davis-Monthan Air Force Base in Tucson, AZ.

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties, but not all duties performed for this position. Other duties may be assigned.

  • Develop, implement, and maintain the Quality Control Plan for projects in accordance with the Army Corps Three Phases of Control.
  • Review and certify that all submittals, plans, and specifications comply with contract requirements, while coordinating required evaluations and testing by approved personnel or facilities.
  • Document quality evaluations and implement corrective actions to maintain high standards and reduce recurring deficiencies.
  • Manage and coordinate quality control activities, including inspections to verify that materials, workmanship, and project deliverables meet required specifications.
  • Establish and maintain a comprehensive quality management system, address non-conformance issues, and ensure timely implementation of corrective actions.
Minimum Qualifications:

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required.

  • OSHA 30 hour
  • USACE CQM Certification
  • Experience with Procore and RMS
  • Proficient with Word, Excel, and PDF
  • Proven experience as a QCM on similar federal projects
  • In-depth knowledge of quality control procedures and legal standards
  • Strong attention to detail and problem‑solving skills
  • Excellent organizational and leadership abilities
Additional Qualifying Factors:

As a condition of employment, you will be required to pass a pre‑employment drug screening (post accepted offer) and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
