Description

Distinguishing Characteristics:

Under minimal supervision and administrative direction is responsible to manage airport properties and leasing activities for properties owned and/or operated by the Tucson Airport Authority (TAA), including property at Tucson International Airport (TUS) and Ryan Airfield (RYN).

Essential Functions

The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of TAA.

  • Support and advocate for TAA’s Mission, Vision, Guiding Principles and act as a champion and role‑model of TAA’s Cultural Fundamentals.
  • Manage the leased properties and premises at both TUS and RYN; act as the primary point of contact for airport tenant property management issues, and other applicable administrative policies and procedures; manage and enforce the contractual obligations of all parties to various real estate contracts; prepare lease or agreement recommendations for management, councils or Board of Directors as required.
  • Research lease history before renewal to understand the business context, calculate Return on investment (ROI)/Net Present Value (NPV)/Fair Market Value (FMV)/Lease Rate, and determine if there are Federal Aviation Administration (FAA) compliance issues. Plan and implement comprehensive research studies to interpret data and analyze results; ability to recognize, define and solve complex problems.
  • Understand and apply FAA regulations and restrictions to proposed leases.
  • Utilize Revenue Management software to create, maintain, and update accurate lease records, key dates, financial terms, and compliance documentation.
  • Negotiate and interpret complex commercial real estate lease agreements, contract renewals, and various property rights or other rights of use, including determination of best negotiating positions. Recommend negotiating positions and manage review of lease proposals and leases.
  • Develop and implement goals, objectives, and plans to retain, grow, or attract new tenants to TUS and RYN.
  • Develop and maintain positive relationships with each tenant; interact with local and corporate level tenants to present proposals regarding customer and tenant issues, as well as lease negotiations.
  • Manage the collection and analysis of fair market rental data to maximize revenue; remain abreast of date sensitive lease information to fulfill lease management compliance.
  • Research information and organize data in a meaningful manner; provide reports and interpret the results of operations to all levels of management, including the formulation of policies.
  • Participate in the writing of airport requests for proposals or qualifications, concession agreements and leases in coordination with TAA attorneys and other appropriate staff.
  • Coordinate with TAA Business and Commercial Development staff in negotiations and leasing activities for vacant properties.
  • Coordinate appraisals of property and land, as needed.
  • Lead, and coordinate with other TAA departments tenant inspections and lease compliance issues at TUS and RYN; follow up on lease compliance issues reported by TAA departments.
  • Remain abreast of business practices in the aviation and real estate industry by participating in conferences, meetings and other educational activities.
  • Compare performance with industry peers, operating goals, objectives and plans and present results to TAA management and/or policy makers as requested.
  • Develop and manage a detailed and realistic operational budget within TAA's fiscal limitations and be diligent in carrying out fiduciary responsibilities.
  • Assist Director of Properties and Concessions with management of all other department activities as necessary.
  • Be responsive to airport emergencies and situations that may involve loss of human life or property; support public safety and operational response to emergencies; utilize Incident Management System (ICS)/National Incident Management System (NIMS) protocols and procedures; coordinate and/or participate in after‑action emergency de‑briefing with appropriate departments…
