This role provides administrative support for a wide range of asset management operations that help maintain and enhance KCHA's housing portfolio. Responsibilities include reviewing and processing contracts, maintaining records and documentation, coordinating communications, tracking invoices and expenditures, and supporting departmental projects and reporting activities.
The Administrative Specialist works closely with Asset Management staff, property operations, and external partners to ensure timely processing of contracts, accurate recordkeeping, and compliance with agency policies and procedures. This position is ideal for someone who is highly organized, detail-oriented, and capable of managing multiple priorities while supporting the operational and strategic goals of a dynamic asset management team.

Essential FunctionsThe Administrative Specialist coordinates and provides administrative support to the Asset Management team and leadership across the following areas :
- Verifying contracts comply with Authority requirements and state/federal laws, communicating with contractors regarding what is needed, and assembling compliance documentation when needed for audit purposes.
- Performing post contract review, requesting close out documentation from contractors, filing Notices of Completion (NOC) with Washington State Department of Labor & Industries (L&I), collecting releases from oversite agencies and releases retainage.
- Assembling and submitting procurement requests for bids, contracts, and change orders.
- Performing a variety of administrative tasks including customer service, sorting of mail, updating websites, submitting reports, managing office equipment and supplies, and records management.
- Receiving and reviewing invoices, ensuring that all requirements for payment have been met, and acquiring signatures and submits invoices for processing.
- Identifying contracts that are eligible for rebates, filing applications, providing close out documentation, and scheduling inspections.
- Scheduling pre-bid meetings, pre-construction meetings, progress meetings, project start dates, inspection dates, and other appointments as needed.
Required Qualifications
- Associate's degree AND
- Moderate (1 to 3 years) experience providing customer service and administrative support OR
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Skills and Abilities
- General knowledge of the functions and activities of the agency, department programs and policies, computers and database management, and standard office and receptionist procedures, including operation of the telephone system.
- Ability to analyze facts, solve problems, and exercise sound judgment in arriving at conclusions.
- Ability to speak clearly and understand and follow written and oral directions.
- Ability to operate standard office, word processing, and data entry equipment.
- Ability to establish and maintain effective working relationships with associates and the general public.
- Consent to and pass required assessments.
- Final candidates may be required to complete a criminal background check in accordance with applicable law.
The starting salary range for this position is $37.06 - $42.61 per hour dependent on qualifications and professional experience.
