Position: Economic Mobilities Senior Manager (Senior Resident Services Manager)

We are seeking an innovative, strategic, and mission-driven Economic Mobility Senior Manager to lead transformative programs within our Resident Services department. This role oversees complex initiatives designed to enhance the quality of life for residents, promote social and economic self‑sufficiency, and expand access to meaningful workforce development opportunities. The Economic Mobility Senior Manager will guide a dedicated team in assessing resident needs, delivering financial and employment supports, and driving programs that foster upward mobility for individuals and families across King County.

  • Manages programs which includes delivery and service quality, evaluating and recommending changes, monitoring reports and data analytics, policy development and making recommendations.
  • Develops working relationships with external community partners and stakeholders; represents the Authority through meetings and speaking engagements, networks, and collaborates; ensures quality services and access for residents.
  • Creates and implements program policies, work plans, program proposals, department initiatives, facilitates work groups, and assesses resident and community needs; leads and facilitates projects, work groups, and teams to complete department and Authority initiatives and work plans.
  • Manages contracts including procurement and Request for Proposal (RFP) development; reviews proposals, negotiates terms, develops scope and budget, and monitors contract performance.
  • Coordinates with other Authority department staff on interdepartmental efforts related to projects; facilitates high quality services to residents during same projects.
  • Responds to complex resident situations including but not limited to: problem solving around escalated issues, providing consultation and making recommendations to staff and colleagues, and providing referrals.
  • Oversees budget including development; monitors finished department and agency initiatives and work plans.
  • Recruits and selects department personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance.
Required Qualifications
  • Bachelor's degree in social work, sociology, workforce development, or related field AND
  • Considerable experience in workforce development, financial capability, low‑income/affordable housing, and/or community development., OR
  • An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

  • Understands technical aspects of the position and continuously builds knowledge, keeping up to date on the substantive and procedural aspects of the position including comprehensive knowledge of:
    • Knowledge of economic mobility frameworks and regional labor market trends.
    • Existing subject matter expertise related to economic mobility and opportunity and ability to quickly expand understanding of additional content areas such as housing and community development, health and well‑being, and workforce development, justice and public safety, financial security, and other related topics.
  • Experience supervising staff including coaching and mentoring to support employees in achieving Authority and individual goals; demonstrated ability to provide strong leadership in a dynamic, highly regulated work environment.
    • Proven success in building productive and engaged work teams with a focus on mentoring and nurturing staff development.
  • Strong critical‑thinking skills; ability to evaluate information, implement timely decisions and make recommendations.
  • Exceptional program management skills including the ability to prioritize and handle multiple projects simultaneously.
  • Communicates plans and activities with leadership, colleagues and staff in a manner that supports strategies for involvement and accomplishment of mission and outcomes via multiple methods.
    • Humility, straightforward communicator, a high degree of intellectual curiosity, and the ability to give and receive compassionate and constructive feedback.
    • Analyzes and develops effective policies and procedures.
    • Presents proposals and recommendations clearly, logically and persuasively.
    • Interprets and explains complex data analyses and research findings for technical and non-technical audiences.
